- The Naval Sea Systems Command (NAVSEA) intends to award a Cost-Plus-Fixed-Fee (CPFF) delivery order under Dual Band Radar (DBR) Basic Order Agreement (BOA) N00024-18-G-5501 between the United States Navy and Raytheon Company, Integrated Defense System of Tewksbury, MA for Systems Engineering Sustainment. This BOA order will include a base year and options through May 2023 for support for training; updates to and validation of Interactive Electronic Technical Manuals (IETMs); delivery of maintenance hardware/software capability; and generation and maintenance of a Failure Reporting and Corrective Action System (FRACAS). The contemplated contract will be awarded pursuant to 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1 (a)(2)(iii). Raytheon is the only company with the requisite expertise, knowledge, experience and facilities necessary to meet these requirements without unacceptable delays. Companies interested in subcontracting opportunities should contact Raytheon Company directly. This notice of intent is not a request for competitive proposals. The Government is not soliciting, nor will it accept, proposals as a result of this synopsis. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. This is not a solicitation or a promise to issue a solicitation, and this information is subject to modification and in no way binds the Government to award a contract. This pre-solicitation notice is for information only and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts.
