Description
This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government at this time. This notice is intended strictly for market research. The purpose of this Sources Sought notice is to determine interest and capability of Other than Small Businesses and Small Businesses, including VIP-Verified Veteran-Owned Small Business (VOSB) or Service-Disabled Veteran-Owned Small Business (SDVOSB) prospective contractors relative to the North American Industry Classification System (NAICS) Code 325412 (Pharmaceutical Preparation Manufacturing) and the small business size standard is 1,250 employees. The Tomah VA Medical Center (located in Tomah, WI) Pharmacy Department would like to procure a stainless steel 797-compliant modular positive pressure ante and buffer room suite. The Government is requesting that Other Than Small Businesses and Small Businesses, including VIP-Verified VOSB or SDVOSB sources respond if it can provide the products and services with the following general specifications: One (1) IV preparation clean room enclosure that meets the following minimum criteria: Must include one (1) Ante room, ISO Class 8/FS 209E Class 100,000, rigid stainless-steel panel constructed room, approximately 4 x 6 with 8 internal height, and one (1) Buffer/Prep room, ISO Class 7/FS 209E Class 10,000, rigid stainless-steel panel constructed room, approximately 6 x 6 with 8 internal height. Both rooms shall not require external structural bracing. Stainless steel panel design shall be easy to assemble, disassemble, expand, and reconfigure to meet changing needs. Maximum ceiling height in space where IV preparation clean room assembly shall be installed is 11 feet, 0 inches. Power that serves the space where the IV preparation clean room assembly shall be located is 120v/208v, 60Hz. IV preparation clean room assembly shall be UL listed/certified and shall meet all Federal, State, Local and VHA (Veterans Health Administration) codes and regulations as they apply to this assembly and its functions. IV preparation clean room assembly shall be all stainless steel and shall be smooth and be easy to clean, wipe down and disinfect. All internal corners shall be radiused in lieu of 90-degree sharp corners to facilitate easy cleaning. Shall include required access doors, windows, interlocked pass-through chamber(s), air flow and pressure gauges, raised flooring system, and ceiling grid/panel system, all with anti-microbial coatings, if required. All windows/glass in IV preparation clean room assembly shall be tempered safety glass. IV preparation clean room assembly shall have integral LED lighting and at a minimum shall be compatible with ISO 3-8 cleanliness standards. IV preparation clean room assembly shall have at a minimum, four (4) UL-approved, hospital grade, 120V/60Hz., duplex power outlets, located and connected, or to be connected at assembly, as required, for needed equipment/functions of the clean room assembly. IV preparation clean room assembly shall have adequate HEPA FFU s (Filter Fan Units). FFU s shall meet ISO5/FS 209E Class 100 cleanliness conditions. FFU shall have average air flow velocity of at least 90 FPM (Feet Per Minute) and shall include integral HEPA filters, rated at 0.3 um particle diameter that can be accessed and removed from inside the ante room/cleanroom for easy servicing. FFU s shall have integral testing challenge port included. Ante room shall be able to maintain constant positive pressure while IV preparation room assembly is in use. Buffer/prep room shall be able to maintain constant positive pressure while IV preparation room assembly is in use. IV preparation clean room assembly shall have main power supply and distribution module with single location for control of all electrical capabilities and requirements for proper function and operation of IV preparation clean room assembly and systems. Power supply and distribution module shall have the capability to expand, as needed, if expansion of the IV preparation clean room assembly is required. Control and all required status indicators of the IV preparation clean room assembly and its systems shall be from one central, electronic, touchscreen or better, control panel with color LED, or similar, user interface. Control panel/Interface shall have network connectivity capabilities via CAT 6/Ethernet, or better, connections, for remote access and control. Control shall indicate/alarm/send notifications, at a minimum, for the following: When any/all filters in FFU s need replacing. Set speeds for all FFU s, both by unit and globally. FFU RPM and performance monitoring. IV preparation clean room assembly temperature and relative humidity measurements. Clock/Calendar function. Power supply monitoring and indication. Displays all required air volume and pressure levels/measurements, status and performance. Shall have remote access and data logging capabilities. IV preparation clean room assembly shall have one (1), USP 797 cleanroom rated, pedestal mounted, stainless steel sink with hands-free operation, gooseneck spout faucet, and all required plumbing rough-in connections. IV preparation clean room assembly shall have one (1) stainless steel, pedestal mounted, horizontal laminar airflow, IV prep hood, with required variable speed, (low, medium, high with adjustment by user), HEPA FFU, and shall have a hinged front access shield/sash. Shall have UL listed LED work light and integral power strip for any required electronic equipment use. Horizontal laminar air flow configuration shall be as installation space allows where IV preparation clean room assembly is installed. IV preparation clean room unit assembly and installation is not required. Interested Other Than Small Businesses and Small Businesses including VIP-Verified VOSBs and SDVOSBs are required to submit an e-mail delineating: Qualifications, capabilities, and experience for providing this product; Business size/Socioeconomic status; If the product is on the Federal Supply Schedule or the Open Market; and Memo or correspondence which authorizes distributor to distribute the manufacturer s products (if applicable). This is not a Request for Proposal or an announcement of a solicitation and no solicitation currently exists. Your responses will be used solely for market research purposes of the Government. The Government will not pay for any materials provided in response to this notice and submissions will not be returned to the sender. Middleton Memorial Veterans Hospital 2500 Overlook Terrace Madison, WI 53705 STATEMENT OF WORK Contract Title. FilmQA PRO Software Package. Background. The William S. Middleton Memorial Veterans Hospital will open a new Cancer Treatment Center (CTC). This software is a quantitative analysis tool specifically designed for pre-treatment radiation therapy patient-specific quality assurance. The software is connected to a scanner that scans GafChromic film after it is exposed to ionizing radiation. The software used with multi-channel dosimetry eliminates or mitigates film and scanner artifacts. The software will enable users to reduce errors to below one percent. This software allows users to get results in minutes. High-resolution planar (2D) measurements are needed for individual patients as well as for the overall commissioning and validation of an accurate treatment planning model. Scope. The work will be done at the William S. Middleton Memorial Veterans Hospital in the new Cancer Treatment Center (location of server TBD). The Contractor will supply the software, software license, and the additional requested accessories that make up the complete package. The price will include freight and installation. Additionally, training for the equipment will need to be conducted with all physicists and radiation therapy technicians. Specific Tasks. The contractor is responsible for delivering the equipment to the facility. The contractor is responsible for set-up and installation of the software. The contractor will contact Biomedical Engineering Service Chief (or designee) to schedule installation. The contractor will complete the delivery, set-up, installation, and training within 5 days of scheduled date. The POC will be notified by the Contractor once the equipment/software is installed and they have ensured that the unit is working appropriately. The facility POC will monitor performance and certify that the work has been done in accordance with the contract. Security Requirements. N/A. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). The contractor is required to furnish all tools and equipment to set-up/install this equipment/software.
