- INTENT TO SOLE SOURCE This is a notice of intent to proceed with a sole source requirement above the simplified acquisition threshold. The contractor is The Joint Commission Oakbrook Terrace, IL. This procurement if for the acquisition of accreditation services for the Department of Veteran Affairs Health Administration, Office of Quality, Safety & Value, Office of External Accreditation Services and Programs. This requirement covers accreditation for all Veterans Health Administration (VHA)medical facilities, ambulatory care facilities, Consolidated Mail Out Pharmacies, Laboratories, and Opioid Treatment Programs. Programs that fall under this requirement include accreditation of: Hospital, Ambulatory, Behavioral Health, Home Care, Laboratory, and other specialties, special programs, or areas of emphasis unique to VHA. The period of performance will include a 12-month base period with four (4) 12-month option periods. VHA has a standing mandate that all facilities and programs requiring accreditation obtain and retain The Joint Commission accreditation and continual readiness with The Joint Commission standards. Prospective vendors shall be able to provide accreditation services conferring such standards. Furthermore, any prospective vendor shall be a nationally recognized healthcare accreditation body as described herein. The healthcare accreditation provided by the vendor shall be recognized by Centers for Medicare and Medicaid Services (CMS) and the Accreditation Council for Graduate Medical Education (ACGME). Contractor shall be a Substance Abuse and Mental Healthcare Services and Administration (SAMHSA) approved Opioid Treatment Program (OTP) accrediting body. The contractor shall have a Business Associate Agreement (BAA) and safeguard Personal Health Information (PHI) agreements. Services to be provided are as follows: Accreditation Activity and Surveys: VHA program accreditation activities and surveys are conducted in accordance with The Joint Commission published standards, policies, and procedures. The unannounced survey process includes random surveys, extension surveys, clarification validation surveys, quality event/For Cause surveys, and 18-36-month cyclic surveys (includes pull-forward, push-back surveys). Technical Assistance: A dedicated account representative from the accrediting organization will be designated for VHA to provide continuous access to and support of electronic tools (e.g., application, manuals, resources) by all VHA organizations. Publications: All licensing agreements, all manuals and publications of TJC standards and regulations used to evaluate VHA programs. Manuals and publications shall be provided for each facility and for corporate offices. To support our effort to reduce environmental impact, all manuals and publications of standards including subsequent updates are supplied electronically Accreditation Tools: Access to electronic versions of any TJC accreditation readiness and tracer tools, including electronic manuals for the programs they are surveyed under, and any software upgrades to enhance usefulness of the tool Annual Orientation and Summation: Develop, participate and collaborate in annual corporate summations to VA leadership. Incorporate VHA-developed materials in to surveyor orientation for all surveyors involved in VA survey activity. Annual face-to-face training, to include representation from all VHA facilities, VISN s, and Program Offices, including but not limited to standards overview, processes, and changes for new calendar year. ( Survey Notification System: Notice of all on-site surveys to the COR the morning of the survey team s arrival at a VA facility. This information will be available to VACO accreditation program staff via an electronic modality. The same information will be provided to VHA field facilities and Network accreditation staff The Government intends to negotiate with only one source as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Market research has found no other vendor can provide services that meet the unique set of standards that VA facilities and programs are currently accredited for. Vendors that believe they can meet these requirements in the future may respond to this notice. The response should contain a brief description of the vendor's capability. Please also include the socioeconomic status and size of your business (large or small) and a copy of your Capability Statement. This notice is NOT a request for competitive proposals.
