***The purpose of Amendment 0002 is to provide answers to questions in response to this Request For Information (RFI). 1. What is the required Current at 800VDC? 900A-1000A 2. What is the required Current at 1000VDC? 750A-1000A 3. What is the required Current at 1250VDC? 600A “ 800A 4. What is the MAX required power output, in kW? The minimum is 720KW and the maximum is 1MW. 5. Any details on the type of load (resistive, inductive) would be helpful as well. The loads will be inductive, resistive, and capacitive. Most used will be inductive. The DC Power Supply Specs Draft Requirements Specification document provided the necessary details for interested Vendors to submit a response to the RFI, therefore an extension to the RFI submission date is not extended. Interested vendors replying to subject announcement must include acknowledgement of Amendment 0001 and Amendment 0002 in their in Capability Statement. All responses to this RFI must be received no later than 12:00 PM (EST) on Friday, July 19, 2019. The FAA will only accept submissions; including attachments, electronically emailed to the Contract Specialist, Colleen McGuire by email at colleen.mcguire@faa.gov. Please include œRFI: DC POWER SUPPLY in the subject line of your email. Information provided will not be released but please mark PROPRIETARY on all documents submitted. All questions regarding the RFI will be used in the final development of the governments ™ acquisition strategy. ______________________________________________________________ ***The purpose of Amendment 0001 is to provide an update to the Draft Requirements Specifications document. The following changes were made to the DC Power Supply Specs Draft Requirements Specifications document: The Voltage (VDC) requirement listed under DC Output Specs was amended from 1000VDC “ 1200VDC to 800VDC-1200VDC; The Ripple (mVrms) requirement listed under DC Output Specs was removed; and The Blocking diode to protect the units output from reverse voltage requirement listed under Other Functionalities was removed. The revised DC Power Supply Specs Draft Requirements Specifications document has been provided. Interested vendors replying to subject announcement must include acknowledgement of Amendment 0001 in their in Capability Statement. Submission date has been extended from 12:00 PM (EST) on Friday, July 12, 2019 to 12:00 PM (EST) on Friday, July 19, 2019. All responses to this RFI must be received no later than 12:00 PM (EST) on Friday, July 19, 2019. End of Amendment 0001 ________________________________________________________ In accordance with Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy 3.2.1.2.1, Market Analysis, this announcement is to conduct a Request For Information (RFI) for the purpose of soliciting industry input, statements of interest, and capabilities from vendors. The responses to this RFI will be used for information purposes only and will not be released, except as required under the Freedom of Information Act (FOIA). Vendor proprietary information will be protected if appropriately marked. This announcement does not guarantee procurement and will not be construed as a commitment by the Government to enter into a contract, nor is this announcement a Screening Information Request (SIR) or Request for Proposals (RFP). The FAA is neither seeking nor accepting unsolicited proposals. A potential future procurement will include adherence to appropriate AMS Buy American clauses. The FAA is seeking interested sources that are capable of providing DC Power Supply. A draft requirements statement has been attached to this RFI. The FAA asks that industry review and provide feedback regarding the requirements statement. At this time, the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses or eligible socially and economically disadvantaged businesses that are certified by the Small Business Administration (SBA) for participation in the SBA's 8(a) Program. The purpose of this RFI is to solicit statements of interest and capabilities from small businesses, service-disabled veteran-owned small businesses, 8(a) certified firms, and all other business types and sizes, capable of providing DC Power Supply, as outlined within the draft requirements statement. This RFI will assist in obtaining the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service disabled veteran-owned small business or 8(a) certified firms. The principle North American Industry Classification System (NAICS) code for this effort is 335999 All Other Miscellaneous Electrical Equipment and Component Manufacturing, with a size standard of 500 employees. Interested firms are required to submit the attached Business Declaration form and a copy of the SBA 8(a) certification Form and/or proof of service-disabled veteran-owned small business status (if applicable). In order to assist with acquisition strategy development and to gain a better understanding of the commercial marketplace, the FAA requests the following information from interested vendors: 1. Capability Statement “ This document should identify at least one of three selections below (a., b., or c.): a. Summary of your firm ™s capability in meeting the FAA's requirement as specified in the attached draft requirements specification document, including the following: i. Provide the installation space requirements; specifically the distance required from a wall or other equipment. ii. Provide information about the cooling needs. Is the unit water or air cooled? iii. Provide the efficiency of the unit and the amount of heat generated at full power. iv. Provide information about the ability to put this unit into series or parallel configurations to increase voltage or current, respectively. v. Provide the size of the unit. vi. Delivery lead-time b. Summary of your firm ™s capability in meeting the FAA's requirement as specified in the attached draft requirements specification with a COTs unit, including the following: i. Provide specification document of COTs unit. ii. Provide responses to i. through vi. identified in above section 1.a. c. If your firm cannot meet aspects of the draft requirements specification document, submit a summary of why those aspects cannot be met and provide the specs of your suggested unit in those areas, and include the following: i. Provide specification document of suggested unit. ii. Provide responses to i. through vi. identified in above section 1.a. 2. Rough Order of Magnitude (ROM) estimate for budgetary purposes only. 3. Business Declaration - Submit a completed copy of the attached Business Declaration form, along with a copy of the appropriate Small Business Administration (SBA) Certification Form and/or proof of service-disabled veteran-owned small business status (if applicable). (DUN ™s number and/or SAM Registration information must be included) 4. Questions or comments regarding the draft requirements specification document. All responses to this RFI must be received no later than 12:00 PM (EST) on Friday, July 12, 2019.
