- The United Sates Fish and Wildlife Service (FWS) is requesting qualification statements (Request for Qualification RFQ) from Architectural and Engineering Firms. Only Small Business under NAICS 541330 are requested to respond. Size Standard is $15M. FWS intends to accomplish a firm fixed price contract because of this call for qualifications. The selected A/E firm shall provide services in accordance with FAR 2.101 definition of "Architect-Engineer services" as defined in 40 U.S.C. 1102 and FAR Part 36.6 to provide professional A/E services for a design package for a project as attached (DRAFT). The A&E firm is to evaluate existing conditions and propose a design solutions to meet FWS's requirements. The intent is to issue a design contract. Interested A&E firms may respond with SF 330s with your firm's qualifications to specifically identify: 1. Provide examples of where your firm has worked previously with U.S. Fish and Wildlife Service habitat restoration programs in Oregon and demonstrated high levels of competence in planning, designing and constructing stream and wetland restoration projects. 2. Provide examples of where your firm have completed site visits or restoration work on the North Fork Klaskanine as well as documented experience designing and conducting implementation oversight of building roughened channels over existing diversion dam facilities, including: meeting state and federal fish passage and screening criteria and having a hydrologist or fluvial geomorphologist on staff with at least 10 years experience with stream and floodplain restoration using natural channel design in western Oregon. 3. Provide examples of where your firm has a demonstrated ability to coordinate large project development teams consisting of private landowners, stakeholder groups, and state, federal and local agencies with ability to collect all of the data necessary for planning, designing, permitting and overseeing stream and wetland restoration including topographical surveys, proficiency in geomorphic and hydrologic analysis, sediment and water budgets, stream and tidal hydrology assessments, fish passable channel design, etc. Also include staff qualifications, references for past work, and descriptions of completed projects that demonstrate the capabilities and requirements listed above.
