Description
This is a design/build construction project. The National Forests and Grasslands in Texas has a requirement to obtain: 1. Engineering services to design a new cattle handling facility for LBJ Allotment 31 on the LBJ National Grasslands, near Decatur, Texas. This facility will include: a. A corral that is designed to sort, load out into semi-tractor trailers (loading ramp not included in design), and work individual animals in a squeeze chute (chute not included in design). Corral shall be designed to handle about 500 yearling cattle, with approximate dimensions of 200 x 110 feet. b. Corral fences will be made of welded steel drill stem pipe, with vertical steel posts set in concrete, horizontal top rails, and horizontal stringer rails made of steel rods. c. The facility will also include a barbed wire fence trap encompassing about 18 acres that attaches to the corral on two sides. d. A livestock water system extension will add about 1,300 yards of 2" black poly pipe to an existing pipeline, and include two troughs made of large rubber tractor tires. 2. Construction services to build the above. The selection process will be based on lowest-priced, technically acceptable offer. All work shall be performed in Wise County, Texas. The USDA Forest Service encourages the participation of small, disadvantaged, service disabled veteran, and woman owned business enterprises. The primary North American Industry Classification System (NAICS) code is 238990 and the small business size standard is $15 million. The proposed contract is 100% set-aside for small business concerns. All responsible, qualified small businesses may submit an offer which will be considered by the Forest Service. All Offerors shall be registered at the System for Award Management ( www.sam.gov ) prior to submitting a proposal. The statement of magnitude for this project is between $25,000 and $100,000. A payment bond will be required; a bid bond is not. The solicitation for this project will be available only through the Federal Business Opportunities website www.fbo.gov. All questions pertaining to this solicitation shall be submitted in writing to Jay Tobin at jay.g.tobin@usda.gov. Responses will not be provided to telephone messages. The anticipated date for issuance of the solicitation is July 17, 2019. The actual due date for proposals will be identified on the solicitation. The Government is not planning a pre-bid/pre-proposal site visit. THE SOLICITATION PACKAGE HAS BEEN POSTED The selection process for contract award will be based on Best Value, not lowest priced technically acceptable offer as previously noted.
