Description
The Centers for Disease Control and Prevention, Agency for Toxic Substances and Disease Registry (ATSDR) to award a sole source firm-fixed price contract to Veterans Health Administration, 3801 Miranda Ave Bldg 101, Palo Alto CA 94304-1207. A bill to amend the Public Health Service Act to provide for the establishment of an Amyotrophic Lateral Sclerosis Registry, S. 1382: ALS Registry Act, was signed into law on October 10, 2008. The purpose of the registry as described in the bill, is to: (1) better describe the incidence and prevalence of ALS in the United States; (2) examine appropriate factors, such as environmental and occupational, that might be associated with the disease; (3) better outline key demographic factors (such as age, race or ethnicity, gender, and family history of individuals who are diagnosed with the disease) associated with the disease; and (4) better examine the connection between ALS and other motor neuron disorders that can be confused with ALS, misdiagnosed as ALS, and in some cases progress to ALS. ATSDR launched the National ALS Registry (Registry) in October 2010 to identify persons with ALS in the United States. In order to describe the incidence and prevalence of ALS, the completeness of Registry needs to be determined. To help evaluate the completeness of the Registry, capture-recapture analysis will be done on a de-identified dataset from the Registry. The primary objective of this project is to conduct capture-recapture analysis and estimate the number of persons with ALS potentially missing from the Registry for 2014. The Veterans Health Administration subject matter experts are considered "Key Personnel" on these analyses (capture/recapture) and has published scientific articles on this area. Their POC Dr. Lorene Nelson is familiar with the background and limitations of the National ALS Registry's surveillance system and has worked with Registry staff on these areas. The requested analysis has been partially completed by Stanford University, on this dataset for CDC/ATSDR via a 2017 IAA to Veteran's Affairs (VA), This incompletion occurred due to the need of an additional data set to be analyzed with the existing set in order to produce the acceptable final analysis. Due to the previous work, in which the existing computer code can be used and not re-created, the cost to the Government is also reduced. The statutory authority for this sole source acquisition is U.S.C. 2304 (c) (1) in accordance with FAR Part 6.302-1 only one responsible source and no other supplies or services will satisfy the agency requirements. A determination by the government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Contracting Officer. Interested parties who believe they possess the capability to satisfy this requirement should submit a capability statement demonstrating their ability to meet the requirement.
