NOTICE OF SOLE SOURCE PROCUREMENT NUMBER PR: 0040452774 POSTED DATE: 07/18/2019 SUBJECT: Pacific Walrus Bio Acoustic Assessment Phase 2 This announcement constitutes the only notice. This is not a request for quotes. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses received will be for the sole purpose of market research for future requirements. Under Simplified Acquisition Procedures (SAP), Fish & Wildlife Services, Region 7 Contracting and General Services intends to issue a sole source, firm-fixed price order to: COMPANY: Oceans Initiative, DUNS: 080126603 FOR : $100,000.00 ON: 07/25/2019 NAICS: 541620 Environmental consulting services AUTHORITY: 8.405-6(a)(2) Limited Sources Justification and Approval 13.106(b) Soliciting from a single source Determinations not to compete this proposed procurement were made because: The auditory capabilities and potential masking of airborne and underwater hearing is best accomplished using captive and appropriately trained walruses in zoos and aquaria. Oceans Initiative (contractor) and the University of California Santa Cruz (UCSC, subcontractor) will conduct the work in coordination with the Walrus Conservation Consortium (WCC) which represents the institutions with walruses in the United States and is the only source of captive walruses that are trained to be used as subjects for research projects.
