- Solicitation FA6606-19-B-A003 is now available. The documents have been uploaded on this site. Project YTPM 19-0005 Replace HVAC Unit, Marine Reserve Facility B3505 located at Westover Air Reserve Base. This opportunity will be accomplished using Sealed Bid procedures FAR Part 14. This acquisition will be solicited as a 100% Total Small Business Set-Aside. Foreign contractors will NOT be permitted to participate at the prime contractor level. This is subject to the North American Industry Classification System (NAICS) code of 238220., size standard $15M. The project consists of all tools, labor, equipment, materials, supplies transportation, and supervision necessary to replace HVAC units/equipment at B3505. The contractor will be responsible for providing construction services within the pertinent federal, state and local construction standards as cited/referenced in the specifications. This contractor will be required to furnish and manage the appropriate skilled personnel to oversee the construction within the time constraints specified in the solicitation. Additional information regarding the instructions to offerors and evaluation criteria for Award will be located in the resultant solicitation. The anticipated Invitation for Bid (IFB) will be issued early/mid July 2019 with an estimated 30 day response period. A site visit will be scheduled as part of this solicitation. The Magnitude of construction is between $250,000.00 and $500,000.00. This project is not subject to any statutory cost limitation. There is no Government Furnished Property supplied for this project. Interested bidders must have an active registration in the System for Award Management (SAM). Firms can register via the SAM internet web-site at https://www.sam.gov/portal/public/SAM/. If the bidder has a Joint Venture (JV), the JV must have a valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award a bidder is not successfully and actively registered in the SAM database, the Government reserves the right to award to the next prospective bidder. The solicitation including the bid package, wage rates, specifications and drawings will be posted at this site for review and download. All contractors and subcontractors interested in this project must register at this site https://www.fbo.gov. It is the offerors responsibility to check the website periodically for any amendments to the solicitation. There will be no other form of distribution for this solicitation other than downloading from this site. Hard copies of the solicitation will be available for examination at 439 CONF/PKB, 250 Airlift Drive, Westover Air Reserve Base, Chicopee, MA 01022 Notice to Potential Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
