- NAVSUP Fleet Logistics Center (FLC) Norfolk, Philadelphia Office intends to procure, on behalf of Navy Medicine Professional Development Center (NMPDC), Advanced Life Support for Obstetrics (ALSO ®) Course and Basic Life Support in Obstetrics (BLSO ®) training services. This requirement will continue the ALSO and BLSO training courses designed to train providers, nurses and support staff in the skills necessary to respond to obstetrics emergencies in the Labor and Delivery environment. The ALSO course emphasizes communication and team work strategic to enhance patient safety and cooperation between all caregivers. The academic training involves both didactic and small group workstations using various scenarios, such as shoulder dystocia, post-partum hemorrhage, non-reassuring fetal heart tracings, hypertensive emergencies, and operative vaginal delivery. BLSO has been developed to prepare participates to manage normal labor and obstetrical emergencies. BLSO is appropriate for several audiences including: Pre-hospital care providers, emergency department personnel, as well as medical, nursing and physical assistant students. In addition, to developing knowledge based and psychomotor skills, participants will learn to effectively manage potential emergencies during the perinatal period. The Period of Performance is 1 October 2019 through 30 September 2020 with four, one-year option periods, if exercised in accordance with FAR 52.217-9. This is a sole source action to be awarded to the American Academy of Family Physician (AAFP). AAFP is the only firm who can provide the required services for the acquisition. The statutory authority permitting other than full and open competition is 41 USC 1901(e)(2) - a sole source acquisition under the authority of the Special Rules for Commercial Items, as implemented by FAR 13.501(a). Solicitation number is N0018919QZ284. A sources sought was posted (under the original solicitation number N0018919RZ059) regarding this requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. It is anticipated that a Firm Fixed Price (FFP) purchase order will be procured utilizing FAR Parts 12 and 13.5. The applicable NAICS and size standard are 813920 and $14M respectively. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based on the responses received is solely within the discretion of the Government.
