- NOTE: THE PURPOSE OF THIS MODIFICATION IS TO POSTPONE THE INDUSTRY DAY TO A DATE/TIME YET TO BE DETERMINED. AS SUCH, THERE IS NOT YET A DEADLINE TO REGISTER FOR THE INDUSTRY DAY BUT YOU STILL MAY DO SO AT THE PROVIDED LINK. YOU MAY ALSO POSTPONE THE SUBMITTAL OF ANY QUESTIONS UNTIL FURTHER NOTICE. The Navy Analytic Office (NAO) aligns the analytic agenda to Chief of Naval Operations (CNO)s strategic priorities while meeting the analytical requirements of the Fleet and Navy writ large. The intended outcome is synchronized modeling, simulation, wargames, experiments and exercises providing rich, shared data to support/refine warfighting concepts and to inform budget priorities/decisions. The Deputy Chief of Naval Operations (DCNO) for Integration of Capabilities and Resources (N8) exercises centralized supervision and coordination of Navys capability analysis and assessments, allocation and integration of the Navys resources in the Planning, Programming, Budgeting, and Execution (PPBE) System, and determination of technical requirements. Within N8, the Navy Programming Division (N80) directs the Programming Phase of the PPBE process. N80 is responsible for final development and balancing of the Navy portion of the DoN Program Objectives Memorandum (POM) and for defending it through the annual Defense department program review process which leads to the final Department of Defense (DoD) budget presented annually to Congress. The staff develops and implements procedures to collect, evaluate, and devise funding strategies to meet the programmatic priorities of the DoD, Secretary of the Navy, CNO, Fleet and Fleet Combatant Commanders. The N80 Contracts and Resources Branch (N803) is hosting an Industry engagement session on 11-12 June 2019, as a means of conducting meaningful discussions leveraging industrys innovative approaches, solutions, processes, and technologies to meet Navy Analytic requirements in the areas of: the use of modeling, simulation and analysis tools and techniques to support Navys performance of its analytic portfolio the development, improvement, testing, demonstration, implementation and training of M and S tools to provide a wide range of Navy analytic capabilities experimentation, demonstrations, and wargaming elements that enable exploration of operational options and identification of operator objectives and considerations. The conversations will provide insight on future requirements and challenges as well as encourage dialogue regarding innovation and partnerships. The Navy will also host one-on-one sessions with Companies who would like to deliver Capabilities briefings to Navy representatives. Industry Days will take place TBD at the Southern Maryland Higher Education Center, 44219 Airport Rd, California, MD 20619. All persons who wish to attend must register no later than TBD. Registration is available at the link accompanying this notice. There is no fee to attend; however, registration is mandatory. In order to allow as many participants as possible, registration is limited to no more than two (2) representatives per company, and will be accepted on a first come, first serve basis until capacity is reached. AGENDA: Agenda will be distributed to registered attendees after registration closes. INSTRUCTIONS: All persons who wish to attend must register no later than TBD. Registration is available at the link accompanying this notice. The draft Statement of Work (SOW) for potential future solicitation efforts will be made available for review, comment and questions to each registered attendee. Please ensure that email addresses provided during registration are correct in order to receive the draft SOW. Each attendee shall provide a brief explanation of how their company will be safeguarding data provided in accordance with the distribution statement on any documents provided for review. The documents will be provided via the Safe Access File Exchange (SAFE) application which can be accessed via https://safe.amrdec.army.mil/safe. The SAFE home page provides instructions for downloading documents. The Government desires detailed feedback from industry on the SOW. Questions will be limited to no more than five (5) questions per company. In addition to your questions, below are specific items that should be addressed in your feedback, if applicable: Identify requirements that may be unclear. Identify areas that may be adjusted to reduce cost and/or decrease schedule. Identify requirements that may be at high risk to achieve. Identify any other adjustments that may improve the clarity of the documents. Questions should be submitted via email by TBD to adrienne.caycedo@navy.mil. All emailed submissions shall be clearly marked Question(s) for Navy Analytic Studies and Modeling Program Industry Days 2019. It is the Governments intent to publish all questions and comments received as a result of this announcement. Telephone inquiries will not be accepted. Industry can also register by for a one-on-one session through the registration website. Availability is limited and requests will be accepted on a first come, first serve basis until the schedule is filled. Please arrive at least 10 minutes prior to your designated session; reschedules will not be permitted. The one-on-one sessions will be twenty (20) minutes in length (firm). Companies will be allowed to provide a brief of their capabilities to the Government. Companies will not be permitted to ask questions during the one-on-one sessions; questions will be permitted in writing before the Industry Days and during the open Q and A session. The Government may ask questions during the one-on-one sessions only to clarify unclear points made during the capability brief. Please note all questions and responses will be captured via audio recording and/or in writing during the sessions. ELIGIBILTY: Companies of all sizes are encouraged to attend the event, including firms and academic institutions that do not traditionally do work with the U.S. Navy. The Navy is looking for companies that have new and innovative ideas to support the future of the Navy Analytics program. The information obtained from the Industry Days will be utilized for market research purposes. DISCLAIMER: Attendance at the Industry Day is not a prerequisite for participating in any future solicitations or procurements; however, it will provide a valuable opportunity for interested parties to obtain information. Nothing in this industry day is a guarantee of future partnerships, contract commitment, or future workload. This announcement is not a contract, a request for proposal, a promise to contract, or a commitment of any kind on the part of the Government. The U.S. Navy will make every effort to hold the Industry Days engagement at the times, dates and locations specified. The U.S. Navy holds the right to cancel and/or change session event times, dates and locations under certain conditions. These conditions usually include, but are not limited to: inclement weather, event venue cancellation or rescheduling, speaker cancellation or rescheduling, and insufficient number of participants for the event. The U.S. Navy holds the right to cancel the event for any reason up to and including the day of the event. If the event is cancelled, the notice will be posted on this website and an email will be sent to all registered participants. The Government will not assume liability for costs incurred by an attendee for travel expenses or marketing efforts; therefore, attendee cost in response to this notice is not considered an allowable direct charge to the Government.
