Description
Multiple Award Task Order Contract (MATOC) for Lebanon and Altoona VAMC The Lebanon and Altoona VA Medical Centers have a requirement for Multiple Award Task Order Contract (MATOC). The scope of work shall consist of furnishing all labor and materials to perform all work in connection with the MATOC for construction projects valued between $2,000.00 to $20,000,000.00. The site for the MATOC and all task orders are the Lebanon VAMC, 1700 S Lincoln Ave, Lebanon, PA 17042 and the Altoona VAMC, 2907 Pleasant Valley Blvd, Altoona, PA 16602. All work shall be completed in strict accordance with the drawings and specifications provided. Work shall include, but is not limited to, health care construction projects, i.e. new hospital construction, hospital renovations, projects generally associated with the maintenance and expansions hospital campuses. A comprehensive list of items required for performance shall be furnished by the Government and identified within the solicitation. This requirement is a Request for Proposal and is 100% set aside for Service-Disabled Veteran-Owned Small Business (SDVOSB). Additionally, this acquisition will be conducted in accordance with FAR Part 36, Construction and Architect-Engineer Contracts and Part 15, Contracting by Negotiation. The VA anticipates awarding between 5-10 MATOC contracts in response to this solicitation. This acquisition includes seed project Demolish Buildings 26 & 27 and a Task Order will be issued to the offeror whose proposal represents the best value to the government based on the evaluation factors that will be provided in the solicitation. The magnitude of the seed construction project is estimated to be between $2,000,000.00 and $5,000,00.000. The Period of Performance will be 365 calendar days after issuance of Notice to Proceed. Solicitation documents, including scope of work, will be available electronically on or about July 25, 2019, at www.fbo.gov. It is recommended that interested vendors search for solicitation 36C24419R0064 to access solicitation documents and any amendments. Offers are advised to check the website frequently, as they are responsible for obtaining amendments. The applicable NAICS codes for this acquisition include 236 Construction of Buildings and 238 Specialty Trade Contractors. The Product Service Code {PSC} for this acquisition is Z2DA Repairs or Alterations of Hospitals and Infirmaries A pre-proposal conference and site visit will be held within two weeks after issuance of the solicitation. The exact date/time/location of the conference will be specified in the solicitation. By submission of an offer, the contractor acknowledges the requirements that a prospective awardee must be registered in the System for Award Management (SAM), database prior to award. Lack of registration in the SAM database shall make a contractor ineligible for award. Vendors may obtain information on registration and annual confirmation requirements via https://www.sam.gov/portal/public/SAM/ to ensure registration is correct, current and is not expired. To be considered for award all prospective contractors shall be in compliance with VAAR 819.7003 and be verified for eligibility in the VIP database at www.vetbiz.gov, on the date and time proposals are due. This procurement is subject to the availability of funds. The ceiling for the MATOC shall be $250,000,000.00. Each individual task order shall not exceed $5,000,000.00.
