Description
KUWAIT JOB ORDER CONTRACT (JOC): The U.S. Army Corps of Engineers (USACE), Middle East District, intends to issue a Request for Proposals (RFP) resulting in the award of a single firm-fixed price (FFP), Job Order Contract (JOC); an indefinite-delivery/indefinite-quantity (ID/IQ) type contract used to execute sustainment, restoration, and modernization (SRM) projects at various installations in Kuwait. This contract type includes a comprehensive collection of detailed repair, maintenance, and minor construction task descriptions or specifications; units of measure; and preestablished unit prices for each discrete task. Each task order under a JOC comprises of pre-described and pre-priced tasks listed in the Kuwait JOC Unit Price Book (UPB). Provided by the Government, a Unit Price Book is a compilation of repair, maintenance, and minor construction tasks; associated units of measure; and unit prices. JOC unit prices include direct material, labor and equipment costs, but not indirect costs or profits which are addressed in an offeror's coefficient(s). Coefficients are adjustment factors proposed by an offeror to adjust the unit prices stated in the UPB and consists of an offeror's operating costs. Coefficients are multiplied to unit prices in the UPB to determine the price of a task order. SET ASIDES and CODES: As the work will be performed outside of the continental United States, no set asides or socioeconomic preference of any sort will be granted. This effort is classified through the North American Industry Classification System (NAICS) under code 236220 (Commercial and Institutional Building Construction). The Small Business Standard Code (SIC) is 1542 ($33.5M). The Federal Supply Class (FSC) is Y1JZ (Miscellaneous Buildings - Construction of Facilities). ESTIMATED DOLLAR RANGES: The total capacity is $75,000,000 with an anticipated period of performance of five years consisting of one base year and four option years. The estimated minimum guaranteed amount is $10,000 per year; the maximum is $15,000,000 per year. Task orders issued off of this JOC are anticipated to be between $10,000 and $2,000,000. CONTRACTING PROCEDURES: This is a full and open procurement. Contract award will be based upon a best value trade off analysis of all proposals received. The evaluation criteria will be conveyed within the RFP. The tentative date for issuance of the RFP is August 30, 2019. The tentative date for receipt of proposals is October 14, 2019. SITE VISIT: There is no site visit anticipated for this solicitation requirement. REGISTRATION/SUBMISSION REQUIREMENTS: Offerors must have and maintain an active registration in the System for Award Management (SAM) database at https://www.sam.gov/portal/public/SAM to be eligible for a Government contract award. If the offeror is a Joint Venture (JV), the JV entity must have valid SAM registration in the SAM database representing the JV as one business/firm/entity. Offerors are required to be registered in SAM at the time the offer is submitted.
