Description

The Defense Logistics Agency (DLA) Energy-FESBA anticipates issuing a Request for Proposal (RFP/Solicitation) procuring Contractor Owned Contractor Operated (COCO) Storage service and facilities with capability to receive, store, protect, and issue one grade of U.S. government owned product in the Houston, Texas / Galveston Bay area. The tanks offered for storage must have adequate combined safe fill capacity to store 70, 000 barrels of the government petroleum product. The contract will recieve, store, and ship government-owned Jet Propellant Thermally Stable (JPTS) MIL-DTL-25524 (current version). This procurement will be unrestricted under NAICS code 493190 (Other Warehouse and Storage) with a size standard of $27.5 million dollars. The Government anticipates awarding a firm fixed-price contract with a four-year base period of performance beginning on January 1, 2020 through December 31, 2024 and one five-year options from January 1, 2025 through December 31, 2030. The contract award will be subject to FAR 52.222-41, The Service Contract Labor Standards (formerly known as the Service Contract Act of 1965).
