Description
Wire Rope Tester This sources sought is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This sources sought does not commit the Navy to contract for any supply or service whatsoever. Furthermore, the Navy is not seeking proposals at this time. Responders are advised the U.S. Navy will not pay for any information or administrative costs incurred in response to this sources sought; all costs associated with responding to this sources sought will be solely at the interested party's expense. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Navy will not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Navy regulations. Naval Air Systems Command (NAVAIR), Naval Air Warfare Center - Aircraft Division (NAWCAD) is seeking potential sources for a planned service contract for Wire Rope Testing (WRT) that simultaneously abrades and fatigue tests Government Furnished wire rope samples. The abrasion shall simulate the effect of the wire rope dragging on the Navy's aircraft carrier flight deck non-skid coating during arresting engine retracts. Fatigue damage shall be imparted using 2-Bend-Over-Sheave (BOS) Fatigue Testing. Since the purpose of this test is to quantify the effect of abrasion during fatigue testing, baseline testing of the wire rope using solely 2BOS testing is required. The results from previous testing of a wire rope that meets the specifications listed in the salient characteristics can be used in lieu of this testing. SALIENT CHARACTERISTICS: Abrading Medium : International Paint Intershield 6LV, Type I, Composition L (MIL-PRF-24667C, PIN M24667-A2), contractor sourced Abrading Force : normal force of the cable lying on the carrier flight deck (1 G, +/- 0.25 G) Abrading Distance per Equivalent Arrestment : max 300 ft Abrading Speed : range of 9 ft/s to 18 ft/s (equivalent to the retract speeds of the cable), must be applied in a single direction on the cable Abrading Area : applied to the entirety of the double-bend-zone Tension During Abrasion : 5 kips, +/- 1 kip Sheaves : 28" Steel Sheaves (Navy P/N: 524103-4 or 524103-1), contractor sourced Wire Rope (GFM ): The wire rope is constructed of carbon steel wires with a multi-filament polyester core. It has die formed strands that are arranged in a right-hand lang lay orientation. The cross-section is Warrington Seale with 6 outer strands each composed of 31 wires. The wire rope is 1-7/16" minimum diameter, actual diameters usually measure 1.500" - 1.531". Bending Fatigue Cycle Stroke Length : 62 inches (a cycle is defined as a fixed point on the wire rope travelling its required stroke length, reversing direction, and returning to its original starting point) Tension during Bending Cycles : 70 to 100 kips, +/1 kip Tension / Wire Rope Rotation Measurements : continuously measured using a Friction-Compensated Swivel (FCS) THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. The Navy is not obligated to and will not pay for any information received from potential sources as a result of this notice. ELIGIBILITY : The PSC for this requirement is H217; the NAICS is 541380. All interested respondents must have a Data Universal Numbering System (DUNS), be registered in the System for Award Management (SAM), and submit a current copy of your Military Critical Technical Data Agreement (DD Form 2345) in order to receive the weldment drawing. SUBMITTAL INFORMATION : It is requested that interested businesses submit to the contracting office a brief capabilities statement package (no more than 10 pages in length, single spaced, 12 point font minimum) demonstrating ability to meet the requirements outlined above. This documentation must address, at a minimum, the following: 1. Company Contact Information to include: Company Name, Company Address, Company Business Size, and Point-of-Contact (POC) name, phone number, and e-mail address. 2. Company Profile to include: Number of employees, DUNS number, and Cage Code 3. Company Description 4. Provide an explanation of your company's experience abrasion testing wire rope samples. 5. Provide an explanation of your company's experience fatigue testing wire rope samples with 2BOS testing. 6. Provide details of previous 2BOS testing with a wire rope that meets the specifications defined in the salient characteristics. 7. Provide details of your company's tension measurement equipment that meets the specifications defined in the salient characteristics.
