- Page 2 of 3 The U.S. Department of Veterans Affairs Seeks Expressions of Interest for a Construction contract at Ohio Western Reserve National Cemetery (OWRNC) Phase 3 Expansion. At this time, we are attempting to identify potential small, bondable, and experienced businesses such as: (1) Service-Disabled Veteran Owned Small Businesses (SDVOSB): (2) Veteran Owned Small Businesses (VOSB); (3) 8(a) contractors, (4) HUBZone Small Businesses, (5) Women Owned Small Businesses (WOSB), (6) and/or Small Disadvantaged Businesses (SDB) that are capable of meeting this construction requirement. Project Location: 10175 Rawiga Road, Seville OH, 44273 Project Description This project provides for the Phase 3 Development of the Ohio Western Reserve National Cemetery (OWRNC), located in Rittman, Ohio. Located in Medina County, just south of Cleveland and west of Akron near the town of Rittman is the Ohio Western Reserve National Cemetery serving a FY 2019 veteran population of approximately 246,300 within a 75-mile service area. This project will develop approximately 30 acres of land to provide approximately 20,422 gravesites, including both casket and cremation sites. The project will include approximately 7,400 pre-placed crypts, 3,625 in-ground cremains, a 9,386-niche Columbarium, and a 182-marker Memorial Wall. The project will also add a Committal Shelter, extended roadways, utilities, lighting, signage, landscaping, GPS/GIS and irrigation in support of the expansion area. In addition the project will upgrade the existing irrigation system, replace pavers in an existing Columbarium with concrete pavement, mill and overlay all existing asphalt roads, provide curb and gutter for existing roads, make minor renovations to two existing Committal Shelters, and replace all existing Cemetery signage. There will potentially be four bid Add/Alternates consisting of renovations to the existing Public Information Center, replacement of stamped concrete pavement at a second existing Columbarium, renovations to the existing Administration Building, and replacement of pavers with concrete at the existing Carillon and Flag Assembly Area. The approximate project duration will be 1,095 days from Notice to Proceed. This project will have an Early Turnover (ETO) portion of work consisting of the new Columbarium and associated road. The duration of the ETO phase will be approximately 500 days from Notice to Proceed. The estimated magnitude for this project is between $20,000,000 and $50,000,000. The North American Industry Classification System (NAICS) of 237990 (Other Heavy and Civil Engineering Construction) with the size standard of $36.5 Million. CFM is considering conducting this acquisition as a best value with tradeoffs in accordance with FAR Part 15, Contracting by Negotiation. Sources Sought Notice This sources sought notice is for market research purposes in accordance with Federal Acquisition Regulation (FAR) Part 10. It does not constitute a solicitation and is not to be considered as a commitment by the Government. Firms interested in submitting their capabilities for this project must include the following information in the cover letter/introduction: (1) Company name, address, point of contact with phone number and e-mail address; (2) Business size determination and qualifying small business status, and (3) Bonding capacity (on Surety letterhead). Please limit responses to fifteen (15) pages, no less than 11 pt Calibri font, single spaced. The Contractor capability statement shall include, but not be limited, to the following: Corporate Experience: Provide at least three projects in the past five years that demonstrate experience with National Cemetery construction; if no national cemetery experiences provide at least three projects similar to parks/golf courses that contains at a minimum public restrooms, roads, landscaping and irrigation systems. The Capability Statement must include Experience in all the elements of construction below: Earth Work & Site Utilities The earth work must have been performed in the past five years with projects involving earth work and grading for cemeteries, parks, or site development projects of at least 20 acres. Demonstrate experience with storm water management systems and site drainage for flat sites. Demonstrate experience with site utility construction. Paving Paving projects of similar size and scope preferably with experience in State of Ohio road construction. Landscaping Landscaping projects involving planting and lawn installation for cemeteries, parks, golf courses or other similar sites of at least 20 acres in climates similar to Rittman, OH. Irrigation The irrigation system installation for cemetery, park or golf course sites of at least 20 acres, including lakes and pumping systems. Precast Concrete Burial Components Demonstrate experience with successful fabrication and installation of precast crypt and precast columbarium, preferably on multiple cemetery projects. Phasing and Continuity of Operations Demonstrate experience with best practices to successfully complete phased site work at an occupied and functioning facility in a way to minimize noise and dust and minimize detrimental effects on cemetery operations. Current Project List: Provide a detailed list of ongoing projects minor and major; the description shall include project type, award amount and period of performance.
