- DESCRIPTION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Sub Part 12.6-Streamlined procedures fir evaluation and solicitation for commercial items-as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation document will not be issued. The solicitation is being issued using simplified acquisition procedures under the authority of FAR 13.5, Simplified procedures for certain commercial items. This solicitation is a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-101/10-26-2018. The National Institute for Standards and Technology (NIST) Communications Technology Laboratory (CTL) has a requirement for a commercial LTE vEPC and Nr v5GC emulators. Long Term Evolution (LTE 4G) technology and 5G New Radio (5G NR) are significant factors in almost all proposed spectrum sharing scenarios. To research the use of LTE and NR systems in shared spectrum environments, the procurement of commercial LTE, Virtual Evolved packet Core (vEPC), NR backhaul, and virtual 5G Core (v5GC) software tools are an essential part of our portfolio. These tools will leverage the E-UTRAN Node B (eNB) already owned by NIST and will be used inside a NIST laboratory. NIST envisions using these tools for both conducted and radiated User Equipment (UE)research for LTE and NR systems. As this is a research effort (and not a commercial deployment), having the ability to use the vEPC and v5GC to bring eNBs and 5G Node Bs (gNB) on-air are essential to have a working LTE and NR system. This must meet the technical specifications in accordance with the Statement of Work. This Request for Quotation (RFQ) is conducted under the authority of FAR Part 13, Simplified Acquisition Procedures with a NAICS code of 334515-Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals with a small business size standard of 750. This acquisition is Full and Open. NIST anticipates, to award a single, firm-fixed price purchase order. All vendors shall provide a firm-fixed price quotation in accordance with the Instructions to Offerors. All communications and documents must include the solicitation number NB672050-19-02950. Please include any shipping and or freight charges if applicable. Offers are due on July 30th, 2019 at 3:00 PM, Mountain Standard Time (MST). Offers shall be emailed to lia.arthofer@nist.gov. Offerors must submit all questions concerning this solicitation in writing electronically to lia.arthofer@nist.gov. Questions must be received no later than July 23rd, 2019, 12:00 PM MST. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Your quote must meet all the requirements of FAR 52.212-1, including the following information: -Information sufficient to demonstrate you can meet or exceed the requirements in the Specifications -Firm-fixed price quotation -Payment terms: net 30 -Inspection and acceptance at Destination, inspection and acceptance to be not more than 14 business days after receipt. -Company DUNS Number: To be eligible for this award, the vendor must be registered with the System for Award Management at www.sam.gov, and have completed the Representations and Certifications therein for the specified NAICS code, or submit separate Representations and Certifications if the specified NAICS code is not listed in their SAM registration.
