- Notice Of Intent to Sole Source This is not a Request for Quotation (RFQ) Solicitation: 15DDHQ19Q00000139 Agency/Office: Drug Enforcement Administration Location: Office of Forensic Sciences Title: Absorbent Agent Use at Methamphetamine Claudine Sites Authority: In accordance with Competition in Contracting Act, 41 USC 253(c) (1), as implemented by FAR 6.302-1, Other Than Full and Open Competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements the Government intends to solicit and negotiate only with vendor. Vendor: Imbibitive Technologies America Corp Purpose: The Drug Enforcement Administration intends to award a sole source purchase order to Imbibitive Technologies America Corp. The Government anticipates the award of a firm-fixed price blanket purchase agreement for purchase of reoccurring and repetitive product and supplies use by the Office of Forensic Science. The associated North American Industry Classification System (NAICS): 325211 - Plastics Material and Resin Manufacturing, Small business Size standard number of employees is 1,250. This requirement is restricted 100 percent as a small business set aside. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. This notice of intent is not a request for competitive quotation. A Request of Quotation (RFQ) is not available. Description(s): Imbiber Beads are plastic particles that drink and absorb chemicals released from spillage. Imbiber Beads allow the safe handling of hazardous materials, which are a major concern to all state and local response personnel (S/L Responders). Imbiber Beads empowers S/L Responders to control of hazardous materials and allows the safe handling of these hazmat chemicals. The One Pot laboratories are in plastic (or glass) containers (e.g., two-liter soda bottles or 16 oz. drink bottles). The containers once spillage is contained are considered unsafe and the chemicals inside are flammable and unstable. Period of Performance: The BPA for Imbiber Beads product and supplies will be for a base year plus four options period: Base July 26, 2019 - July 25, 2020 Option Year I July 26, 2020 - July 25, 2021 Option Year II July 26, 2021 - July 25, 2022 Option Year III July 26, 2022 - July 25, 2023 Option Year IV July 26, 2023 - July 25, 2024 Terms and Conditions: FAR Part 12.3 provisions and clauses are applicable to this acquisition: 52.212-5 (Apr 2008) Contract Terms and Conditions Required Implementing Statues or Executive Orders-Commercial Items. 52.213-4 Terms and Conditions-Simplified Acquisitions (Other Than Commercial Items)(Jan 2019).
