Description

The Naval Air Systems Command (NAVAIR) intends to award a firm fixed price sole source contract to Viasat, Carlsbad, CA, for the procurement of updated encryption algorithms with the attendant license and associated logistics data (herein after referred to as "crypto modernization firmware") for installation into all fielded and spare Link 16 Small Tactical Terminals (STT) used in AV-8B aircraft. This contract action will be issued on a sole-source basis under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." Viasat is the sole owner of the data required to produce the crypto modernization firmware. The Government does not intend to use the provisions of FAR Part 12 for this acquisition.
