Description
The United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) intends to solicit, negotiate and award a sole source basis purchase order with Rotronic Instrument Corporation for 40 Humidity and air temperature probes with external cables for use at the National Data Buoy Center (NDBC) located in Stennis Space Center, MS. The Government intends to utilize the authority under the Federal Acquisition Regulation (FAR) 13.106-1(b)(1), Only One Responsible Source and No Other Supplies or Services will satisfy agency requirements, unless, as a result of this announcement, acceptable responses to this notice are received and a determination is made by the Government to issue a competitive solicitation. The Government intends to award a purchase order to Rotronic Instrument Corporation for 40 HC2A-S3 probes due to their compatibility with existing data buoys that are currently being used to help predict the El Nino southern Oscillation. These probes must be kept in continuous good working order and calibrated to provide climate quality data. On the coastal weather buoys the data is fed to forecasters and modelers to assist in hurricane warnings and local forecasts to coastal communities. The study of climate patterns requires long-term monitoring (decades) of environmental parameters by equivalent, (tolerance, accuracy, repeatability) traceable sensors. These probes are a drop-in replacement for the Rotronic MP101A-C4 probes currently in use that will provide consistent data needed for the integrity of long term climate studies. The HC2A-S3 probes are designed to prevent premature failure due to sensor corrosion via water intrusion. Further, automated tests have been developed specifically for these sensors to reduce NDBC Calibration Laboratory labor. Alternate probes would result in extensive laboratory and field testing of full systems (buoy hull/mast, and full payload and sensor suite) since the Tropical Atmosphere Ocean program (TAO) array payloads are not equipped to add extra humidity sensors. These probes are the only probes that can meet the technical standards required by the NDBC. No other brand name can satisfy the requirements and there are no known alternate distributors of this supply.
