Description

This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the U.S. Army Public Health enter (APHC) to procure MasterControl license and support without competition as prescribed in FAR 13.501(a)(1)(i). Specifically, the Government will procure MasterControl technical/customer support, product upgrades, critical notices, access to the MasterControl customer site and self-service portals and user summits from Mastercontrol, Inc. Mastercontrol, Inc. is the sole source provider of this product with no certified resellers. The MasterControl Company is the sole supplier and authorized Service Company for the MasterControl Quality Management System (QMS). Additional software and or services relating to this system are not available from any other supplier source. The MasterControl QMS is currently in place at the US APHC. MasterControl uses proprietary software and they are the only company that can provide the annual maintenance agreement support for the requested product. They are also the only company that can provide licenses and additional business enterprise units for the QMS. There would be a significant loss and/or rework based on purchasing a different system.
