Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is 70FBR619Q00000064 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-03. The associated North American Industrial Classification System (NAICS) code for this procurement is 562991 with a small business size standard of $7.50M. This requirement is unrestricted and only qualified offerors may submit bids. The solicitation pricing on www.UnisonMarketplace.com will start on the date this solicitation is posted and will end on 2019-07-24 16:00:00.0 Eastern Time or as otherwise displayed at www.UnisonMarketplace.com. FOB Destination shall be Beeville, TX 78102 The DHS Federal Emergency Management Agency requires the following items, Meet or Exceed, to the following: Base Period of Performance: 07/27/2019 - 10/18/2019 LI 001: ADA compliant portable toilets (port-a-potty) to be serviced five (5) times per week. Service shall include empty waste tanks, replace paper products and hand sanitizing products (if included) and sanitize all surfaces within each unit., 2, EA; LI 002: Standard portable toilets (port-a-potty) to be serviced five (5) times per week. Service shall include empty waste tanks, replace paper products and hand sanitizing products (if included) and sanitize all surfaces within each unit., 4, EA; LI 003: Hand-Washing stations to be services three (3) times per week. Service shall include refilling of soap dispensers and/or hand sanitizer, refill water holding tank(s), replace paper towels, and sanitize all surface areas of each unit., 3, EA; LI 004: Septic holding tanks, minimum size of 250 gallons, to be serviced three (3) times per week. Service shall include pumping of all waste leaving site in sanitary condition., 5, EA; LI 005: Potable Water holding tanks, minimum size of 300 gallons. Tanks must be supplied with an electric pump enabling water to be pumped through plumbed pipes. Service shall take place three (3) times per week. Service shall include refilling of tanks., 5, EA; LI 006: Delivery, installation, and de-activation/pickup fees shall be listed with bid., 1, LOT; Option 1 Period of Performance: 10/19/2019 - 01/10/2020 LI 001: ADA compliant portable toilets (port-a-potty) to be serviced five (5) times per week. Service shall include empty waste tanks, replace paper products and hand sanitizing products (if included) and sanitize all surfaces within each unit., 2, EA; LI 002: Standard portable toilets (port-a-potty) to be serviced five (5) times per week. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, DHS Federal Emergency Management Agency intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, Unison, Inc. Unison Marketplace has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. DHS Federal Emergency Management Agency is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerers that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.UnisonMarketplace.com. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. This solicitation requires registration with the System for Award Management (SAM) in order to be considered for award, pursuant to applicable regulations and guidelines. Except for communications conducted for the purpose of minor clarification, the Government intends to evaluate quotes and award a contract with or without informal discussions. Therefore, each initial quotation should contain the offeror ™s best terms from a technical capability, and price standpoint. However, the Government reserves the right to conduct informal discussions if it is later determined by the Contracting Officer to be necessary. Preference will be given to those Small Businesses that reside in the Presidentially Declared Disaster Area of DR-4332-TX (Hurricane Harvey), however, ALL businesses are encouraged to provide a bid. The area covered in this contract is the State of Texas Counties of: Aransas, Austin, Bastrop, Bee, Brazoria, Burleson, Caldwell, Calhoun, Chambers, Colorado, Comal, Dallas, DeWitt, Fayette, Fort Bend, Galveston, Goliad, Gonzales, Grimes, Guadalupe, Hardin, Harris, Jackson, Jasper, Jefferson, Jim Wells, Karnes, Kleberg, Lavaca, Lee, Liberty, Madison, Matagorda, Milam, Montgomery, Newton, Nueces, Orange, Polk, Refugio, Sabine, San Augustine, San Jacinto, San Patricio, Tarrant, Travis, Tyler, Victoria, Walker, Waller, Washington, Wharton Delivery (Delivered and installed by July 27, 2019 for portable restrooms and handwashing stations, or as arranged by Contracting Officer Representative. a. Delivery and installation of sewer tank and water tank within 10 days of award, or as arranged by Contracting Officer Representative. Contractor must NOT be in the Excluded Parties List System (EPLS); and are NOT listed on the List of Parties Excluded from Federal Procurement or otherwise ineligible to receive an award.
