Description
Description: (i) This is a combined synopsis/solicitation for a commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) This solicitation is issued as a Request for Quote (RFQ). (iii) The full text of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulations supplement (DFARs) can be accessed on the Internet at http://www.arnet.gov/far/. (iv) The associated North American Industries Classification System (NAICS) code for this acquisition is 335312 and the small business size standard of 1,250 employees. (v) Quotes must be broken down and prices shown for each of the following Contract Line Item Numbers (CLIN): CLIN Description Quantity 0001 Procurement of Spare parts 1 (Job) (See Statement of work for actual description of CLIN) 0002 Service Manuals 1 (Job) (See Statement of work for actual description of CLIN) (vi) The Period of Performance delivery date is 75 calendar days after contract award as stated in the Scope of Work. (vii) The provision at 52.212-1, Instructions to Offerors – Commercial Items, applies to this solicitation. (viii) The provision at 52.212-2, Evaluation – Commercial Items, is applicable to this solicitation. This RFQ will be evaluated by price to determine fair and reasonableness and technically evaluated by reviewing the technical specification sheets or data sheets for compliance with the solicitation requirement. SEE BELOW. System for Award Management (SAM) All Offeror’s submitting a proposal for this solicitation shall be actively registered in the SAM system in accordance with Federal Acquisition Regulation (FAR) Clause 52.204-7 System for Award Management. Offeror’s may register in SAM on the internet at: https://www.sam.gov. Quote Submittal It is the Government’s intent to award a contract to the LOWEST PRICE Offeror without discussions however; the Government reserves the right to hold discussions if deemed necessary. All quotes will be technical evaluated compared to the Statement of Work. The technical evaluation will include a comparison of the required documentation as it relates to the Statement of Work. Offeror’s shall provide the required submittals with their quote to demonstrate compliance with the Statement of Work. Documentation should include, but is not limited to, catalog cuts, product data sheets, etc. Each document shall be highlighted to specifically show the item(s) quoted by the Offeror. The required spare parts for technical acceptance are listed on a separate attachment. SEE ATTACHMENT. The technical acceptance of the Warranty is listed in paragraph 4 WARRANTY of the Statement of Work. To be considered for an award the Offeror MUST submit the above documentation and the documentation must comply with the requirements of the Statement of Work. Variations to the technical requirements of the Statement of Work (e.g. Mate 3 system and controller) may not be accepted and could cause the Offeror to NOT be considered acceptable for award. The quote must be submitted electronically via email to the Contracting Specialist and Contracting Officer listed below. Quotes shall include technical specification sheets (spare parts listing and manuals) of the equipment with a price quote, and Offeror’s point of contact (POC), to include the POC for warranty, information to include name, telephone number, and email address. (ix) The provision at 52.212-3, Offeror Representations and Certifications - Commercial Items, applies to this solicitation. The contractor MUST return a completed copy of this provision with its proposal or certify that it has current representations and certifications at the www.sam.gov website. A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (x) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition.
