Description
SYNOPSIS Anton-Paar 5000M Densitometer (Density Meter) with ISO 17025 accredited calibration The U.S. Environmental Protection Agency (EPA), Testing and Advanced Technology Division (TATD), National Vehicle and Fuel Emissions Laboratory (NVFEL), Ann Arbor, Michigan, intends to purchase one (1) Anton-Paar 5000M Densitometer (Density Meter) with ISO 17025 accredited calibration. The OAR NVFEL SACO anticipates awarding a single firm-fixed-price (FFP) contract to Anton-Parr. EPA has identified Anton-Parr as the only contractor able to meet the requirements of this acquisition. The EPA Testing and Advanced Technology Division (TATD) has a requirement for the purchase of one (1) new Anton-Paar 5000M densitometer (density meter) with on-site ISO 17025 accredited calibration. An ISO17025 calibration is required at installation. The specification for the densitometer is specified below:  Shall be model 5000M  Shall be capable of measuring density in accordance with ASTM D4052-11  Shall be of a laboratory benchtop design  Shall not be designed for in-line process or hand-held use  Shall have a measurement range of 0 to 3.0000 g cm-3  Shall have an accuracy that meets or exceeds 0.000005 g cm-3  Shall have an accuracy that meets or exceeds 0.01 C  Repeatability limit shall be no greater than 0.000001 g cm-3  Repeatability limit shall be no greater than 0.001 C  Shall have exterior dimensions no greater than: 19.5 L 13 W 9.1 H  Shall use 120V, 50-60 Hz  Shall have the following interfaces: RS-232 Universal Serial Bus (USB) Video Graphics Array (VGA) Controller Area Network (CAN) Ethernet  Wetted parts shall be constructed of either borosilicate glass or polytetrafluoroethylene (PTFE) and be compatible with: Ethanol Methanol Methanol-Ether blends Gasoline Diesel Biodiesel (B100) Biodiesel blends (B5-B30) Blends of ethanol and gasoline ranging from 5% to 95% ethanol. Residual fuel oil Bunker fuel Crude oil Jet fuel Kerosene  Exterior surfaces shall be resistant to degradation from the material listed in 2.1.12  Shall have a method to automatically detect and report filling errors  Shall have a live view of the U-tube during measurement Images of the filled U-tube shall be stored in internal memory which can be later reviewed for verification of results Shall use a method for automatic viscosity correction Shall contain a library of pre-defined measurement methods Shall include options for heating of the inlet and automated sampling/cleaning Shall have the flexibility to incorporate user functions/tables and methods  American Petroleum Institute (API) functions shall be included Shall be capable of recording a minimum of 1000 measurement results in internal memory Shall have the capability to export data to delimited data files Shall have a pump built into the instrument cabinet designed for drying the u-tube Shall be fully compliant with good laboratory practice (GLP) The contractor shall conduct an initial ISO 17025 certified calibration of the instrument on-site  The contractor shall offer annual ISO 17025 certified calibrations for the densitometer The instrument shall be expandable with an autosampler compatible with the transportation fuels listed in 2.1.12 This procurement will be accomplished under the simplified and commercial item procedures under FAR Part 12 and 13. Interested firms may identify their interest and capability to respond to the requirements within 15 calendar days of the date of publication of this notice. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. This documentation shall establish the respondent has the ability to meet all the requirements identified above, and shall cite specific examples of previous similar work, including client names and contact information.
