Sources Sought Note: This notice is published in accordance with Federal Acquisition Part (FAR) Part 10, Market Research and FAR Part 15, Exchanges with Industry before Receipt of Proposal. This notice serves as a Sources Sought in support of market research and/or planning purposes only and does not constitute a solicitation. This notice is not a confirmation that the Government will contract for the items or services contained in the sources sought, nor is any commitment on the part of the Government to award a contract implied. This notice does NOT constitute an Invitation to Bid, a Request for Proposal, or a Request for Quote. The Government shall not pay and/or reimburse respondents and/or associates for any costs incurred to submit the requested information. All information received in response to this sources sought that is marked Proprietary will be handled accordingly. In accordance with FAR 15.201(c), response to this sources sought is not offers and cannot be accepted by the Government to form a binding contract. The purpose of this sources sought is to seek capable and responsible sources interested in performing this service.   Responses will assist the Government with developing its acquisition strategy to include socio-economic set-asides.   If you believe there are ambiguities in the draft Statement of Work (SOW), please identify them.   Note that the Government will not answer questions about this requirement at this time.   Please answer the questions below, send your brief capability narrative and draft SOW feedback, if ambiguities exist, to Contract Specialist Mr. Bradley Fasnacht at bradley.fasnacht2@va.gov no later than 1100 AM E.S.T. 31 July 2019. Please indicate in which clause your performance would be in compliance with: VAAR 852.219-10, VAAR 852.219-11, or FAR 52.219-14.   STATEMENT OF OBJECTIVES Floor Maintenance and Carpet Cleaning Services Contract Lebanon Veterans Affairs Medical Center Lebanon, PA 17042 DESCRIPTION: The Lebanon Veterans Affairs (VA) Medical Center are contracting for a one (1) year Firm Fixed Priced contract for floor maintenance and carpet cleaning services. PLACE OF PERFORMANCE: Lebanon VA Medical Center 1700 South Lincoln Ave Lebanon, PA 17042 SCOPE: The Contractor shall provide complete services which include all labor, material, equipment, maintenance, repair, supplies, transportation, management, expertise and supervision as requested to perform this service in accordance with this Statement of Work. Cleaning services must be accomplished in a professional manner and according to acceptable industry and Environmental Management Services (EMS) standards. The services will generally be scheduled during non-business hours, Monday, Wednesday, Friday and weekends as needed, starting at 6 PM EST and continuing until the required service are compete for the day. All equipment shall be Occupational Safety and Health Administration (OSHA) certified, in good working condition, well maintained and clean. Any equipment, parts, accessories, tools, material and supplies which the COR determines unsuitable or harmful will be immediately replaced by the contractor. Contractor shall furnish all supplies and chemicals/detergents necessary for the performance of carpet cleaning services. All commercial materials will be available for inspection and meet the approval of the COR. Contractor will move light furniture, when necessary, to provide adequate cleaning services. PERFORMANCE REQUIRED: List of Moveable Items (not all inclusive): Include various desk, tables, chairs, file cabinets, shelving units, bookcases, heavy exam tables, patient beds, gurneys, bedside tables, medical devices, copiers, printers, containers, carts, packing material, boxes, supplies, hampers, and receptacles. Related moves: Careful planning is needed before and after each floor maintenance project. All staff/crew are to have the necessary training and equipment to safely lift and move furnishings without injuring themselves or others, and without damaging VA property, walls and entryways. Avoid blocking corridors, walkways, alarms, fire extinguishers and all exits. (Make Safety a Priority) No disassembling of furniture will be necessary. Note: All project areas must be returned to their original state Carpet Cleaning (Standard): Hot water extraction, also known as Steam Cleaning and Deep Cleaning is the preferred method and recommended by many carpet manufacturers. All other methods void out manufactures warranties. Recommended water temperature is between 180 to 190 degrees. Deep cleaning extends the life of the carpet, removes soil deep in the pile and removes the entire cleaning agent. Types of Carpet: Square tiles, pressure sensitive, rubber backing and adhesive (80%) Wall to wall carpet, tack strip and cushion pad (20%) Type of Pile: Plush and/or Cut Stripping, Sealing and Waxing of Floors (Standard): Stripping Floors (Resilient/VCT)- Before applying heavy-duty non-ammoniated floor stripper thoroughly sweep and/or vacuum corners of room; remove dust, gunk, hair and gum etc. Remove old wax and dirt from baseboards. Apply floor stripper (dilution rate 1:4 to 1:8) uniformly on floor with mop. Using hot water let stripper solution soak in for 5-7 minutes (break down old wax). Scrub floor and crevices thoroughly using a stripping pad, brush and doodle-bug to remove all wax build up; scuff marks, soap film, dirt and stains. Pick up all of the soiled solution with a clean wet mop, wet vac, or an automatic scrubber. Thoroughly rinse floor with clear water. Allow floor to dry completely before applying sealer and floor finish. Sealing Floors (Resilient/VCT)- Apply two coats of a crystal water-based acrylic sealer to resilient floor. Sealer penetrates and protects floor, extends the life of both new and old flooring. Improves the performance of floor finishes, provides better adhesion, leveling and higher gloss with fewer coats. Note: Apply sealer with a clean wet mop and allow 30 minutes drying time between coats. Clean baseboards if they were not taped Waxing Floors (Resilient/VCT)- The number of coats applied will depend on the type of finish used and floor condition. A minimum of three coats will be applied. After 24-48 hours (cure time) the waxed floors will be buffed using a high-speed buffer to obtain the highest floor gloss unless instructed otherwise. Baseboards- All wax buildup, dirt and stains will be removed from baseboards. After the baseboards are thoroughly cleaned a coat of wax will be applied on baseboard. Other Types of Flooring- For other types of floors such as; non-resilient, linoleum, ceramic tile, wooden with polyurethane, cork, and terrazzo the manufacturer s floor maintenance guidelines will be provided and strictly adhered too. Scrubbing and Cleaning Terrazzo Stairways (Standard)- Start from top landing and work downward. Loosen dust, dirt and gunk build up with Neutral Floor Cleaner and Protector. (Low PH) Mop floor before neutral cleaning solution dry s on stairs. Apply surface cleaner (with non-skid properties) for terrazzo steps and landings. Cleanup- Restrooms, janitor closets hallways, corridors, walls, doors, furniture, windows, medical equipment, baseboards and other surface areas shall be free of splashes and markings from equipment, tools and materials used by service techs. After services are completed, the service techs (Contractor) shall ensure that all waste is disposed of properly. All equipment and unused material are removed from the work site and stored in agreed upon storage room and/or removed off site. The Contractor shall replace any property or material damaged while fulfilling the duties/task of this service contract. Note: All accessed areas must be returned to their original state (janitor closets & adjoining areas). Scheduling of Floor Maintenance Projects- A five-day notice must be cleared with the COR and/or designee prior to starting each floor maintenance project. Completion of Each Project- Upon completion of each project (week to week basis) the Contractor, COR and/or Designee will be required to inspect all accomplished work prior to signing EMS work request form/completed work etc. Safety- Work shall be done in such a manner so as to create a safe working and walking situation and be of little disruption for all staff, patients and visitors throughout the Lebanon VA Medical Center. Work areas that are wet and slippery must be blocked and sectioned off-limits. Wet floor signs must be visible to caution people when walking near or on wet floor. Contractor shall submit a safety plan and copy of safety manual prior to starting any work. PERIOD OF PERFORMANCE: Period of performance for this one-year Firm Fixed Price contract is September 1, 2019 to August 31, 2020. WORK HOURS: The services will generally be scheduled during non-business hours, Monday, Wednesday, Friday and weekends as needed, starting at 6 PM EST and continuing until the required service are compete for the day. PROVIDED BY THE LEBANON VA MEDICAL CENTER: Provide access and escorts through work areas as needed. The EMS Department will have the following supplies available for use, if needed: Vectra high performance floor finish Signature high performance UHS floor finish wet look high gloss High Mileage floor finish for high traffic areas Complete floor wax Carefree Matte low gloss finish for linoleum, stone, sheet vinyl and other decorative surfaces Over and Under sealer used on resilient flooring. Enhances the gloss of all finishes (listed above) Devastator heavy duty floor stripper Bravo heavy duty stripper Stride neutral floor cleaner Assurance concentrated multipurpose floor cleaner/slip resistance 186S/phosphate free Super Shine concentrated neutral floor cleaner/good for terrazzo flooring/phosphate free Extraction Cleaners carpet care Defoamer for floor scrubbing equipment Certeza grout cleaner Goo Gone adhesive and gum remover Spray Nine multipurpose germicidal cleaner Trouble Shooter for baseboards Disposable booties shoe covers Gray masking tape (prevent stripper from going onto another floor/area) Wet Floor Signs Yellow Caution Tape Two keys for access to housekeeping aid closets (HAC) Trash Bag Liners Latex Gloves VA Personal Identity Verification Badges (For all company staff) Two-Way Radios (for communicating with EMS Supervisors and Work Leaders) SPECIAL CONTRACTOR PROVISIONS: SECURITY REQUIREMENTS: Lebanon VA Medical Center Police/designee will provide Contractor with access to required work spaces, as needed. Contractor personnel must always properly display their identification badge while on VA property so that their name and the company they work for can easily be seen. Security of cleaning material, chemicals, tools and equipment will be the sole responsibility of the incumbent contractor. Lebanon VA Medical Center will not be responsible for lost, stolen, or damaged equipment used or stored on the campus/facility. The Contractor shall be licensed locally, procure all permits and licenses. Follow Lebanon VA Medical Center rules and regulations enforced by VA Police. Ex: Drug free work place, Parking signs and designated Smoking Shelters. INTERFERENCE IN PERFORMANCE REQUIREMENTS: Contractor may be required to interrupt their work at any time so as not to interfere with the normal functioning of the facility; e.g. utility services, servicing of fire protection systems, and the passage of facility patients/personnel, etc. In the event of an emergency, contractor services may be stopped and rescheduled at no additional cost to the government. Environmental Management Service, Safety Department, and the VA Police Department reserve the right to request the removal from the work site any supplies and equipment it deems does not meet the codes above or regulations, to include being required to the halt of any unsafe practices observed in carrying out the contracted service. This will in no way relieve the Contractor of complying with the scope of work/ mat exchange service. CONTRACTOR RESPONSABILITIES: The Contractor shall utilize, on this Contract, only workers that are skilled in the tasks to which they are assigned. Environmental Management Service (137) retains the right to require the reassignment of an employee or employees as they may deem necessary. Reasons for this request may be but are not limited to poor work performance, incompetence, and carelessness, disruptive or otherwise objectionable behavior. The demand for reassignment is in no way a call for dismissal. It is just a request for the individual to be reassigned away from the Lebanon VA Medical Center. The Contractor must be responsible for ensuring all provided personnel are properly licensed to operate a motor vehicle if operating a motor vehicle on VA property is required. Before the start of each service, all equipment shall be safety checked to conform to OSHA regulations. The contractor shall not use propane buffers. Services shall be coordinated with the designated Contracting Officer Representative (COR). Contractor shall immediately report to the COR, any accidents, customer complaints, logistic problems etc. Provide and maintain on site a safety plan to include your Safety Data Sheets (SDS) and a copy of all manual. OSHA requires all companies to have a safety manual. Contractor employees (crew) are subject to reasonable dress code (no shorts and sandals) when on Lebanon VA Medical Center grounds; shall not bring visitors into the facility; shall not bring into the facility, any form of weapons or contraband; shall not bring in any alcohol or drugs or be under the influence of alcohol/drugs; shall conduct themselves in a professional and polite manner at all times; shall not cause any disturbances in the facility, are subject to all the rules and regulations of the Lebanon VA Medical Center. Contractor shall furnish and require every on-site company employee to wear a company shirt and safety shoes. All company workers while on duty shall be identified by uniform shirt or blouse indicating the company logo. The print should be large enough to be easily read. In addition, all company staff assigned to work at the Lebanon VA Medical Center. Contractor shall immediately report to the Contracting Officer Representative (COR) and/or designee, any accidents and/or loss of equipment, supplies, customer complaints, logistic problems etc. Contractor shall provide all personnel, equipment, accessories, parts and tools necessary for the performance of floor maintenance task and requirements. Commercial equipment shall be of the proper size and type customarily used in floor maintenance business. All equipment used shall be approved by the COR and safety department. All equipment shall be Occupational Safety and Health Administration (OSHA) certified, good working condition, well maintained and clean. All equipment will be fully grounded and shall be equipped with three prong-molded plugs. No equipment shall be plugged into red emergency receptacles and power strips that are an integral part of any computer and/or medical device. The Contractor shall furnish all supplies (not furnished by Lebanon VA Medical Center) necessary for the performance of floor maintenance task and requirements. All commercial materials will be available for inspection and meet the approval of COR. Any equipment, parts, accessories, tools, material and supplies which the COR determines unsuitable or harmful will be immediately replaced.
