Description
A. Contract Title: Digger Derrick Lease B. Procedures and Contract Type: ROICC Camp Lejeune intends to award a single Firm-fixed Price (FFP) to lease one (1) Digger Derrick bush at Marine Corps Base Camp Lejeune, NC. This is a combined synopsis/solicitation for commercial items. This procurement is prepared and conducted in accordance with the format in FAR Subpart 12 and 13.5 and is supplemented with additional information included in this notice. The resultant contract will be an Firm Fixed Price (FFP) contract as a result of this solicitation. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. C. Delivery: The Contractor shall provide all labor, management, supervision, tools, material, and equipment required to perform services in accordance with the specifications and contract clauses of this solicitation. The solicitation number N40085-19-R-8061 is issued as a Request for Quote (RFQ). This solicitation document, incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-01 (Effective 01 January 2019). This offer is accepted within 120 calendar days from the date for the receipt fo offers, to funish any or all items upon which prices are offered at the prices set opposite each item, delivered at the designated point(s), within the time specified in the scheduled. (FOB Point: Destination) D. Set-Aside Information: This acquisition is set-aside for 100% small businesses. The applicable NAICS code is 532490 with a size standard of $32.5 Million. E. SAM Registered: Offerors must be registered in the System for Award Management at https://www.sam.gov, (prior to receipt of proposals) which maintains: CAGE codes, DUNS number, active and inactive exclusions, and Representations and Certifications. F. VETS 4212 (formerly known as VETS100/100A): Offerors must have a Veteran ™s Employment and Training Service report for the current filing. GAITHER 1005 MICHAEL ROAD CAMP LEJEUNE, NC 28547-2521 Proposals must be received by the established due date and time in order to be considered for award. ELECTRONIC SUBMITTIONS OF PROPOSALS ARE AUTHORIZED AND WILL BE ACCEPTED. Proposals received after the required time will be considered late and handled in accordance with FAR 52.212-1(f). H. Proposal Submission: A complete proposal will consist of the following items completed, signed (if applicable), and return: a. One (1) original and one (1) copy of the price proposal. In the event of any discrepancy between the original and copies, the original will prevail; b. Complete Contract Line Item Numbers (CLINs) Item No. 0001, 0002, and 0003 Supplies and Services Amount; c. Provide the company name, address and point of contact of a financial banking institution; d. Provide the company name, address and point of contact of two (2) references; e. Amendments shall be acknowledged when your proposal is submitted. Failure to acknowledge the amendment may constitute grounds for rejection of your proposal. I. Basis of Award: Offerors will be evaluated as set forth in clause 52.212-2 Evaluation -- Commercial Items. The Government will evaluate price based on the total price of each proposal received. Analysis will be performed by one or more of the following techniques to ensure a fair and reasonable price: 1. Comparison of proposed prices with the Independent government Estimate (IGE); 2. Comparison of proposed prices among competitive competition. A price found to be either unreasonably high or unrealistically low in relation to the proposed work may be indicative of an inherent lack of understanding of the solicitation requirements and may result in the overall proposal being considered unacceptable. J. Offerors are advised that Funding may not become Available: If funds are not available, no award will be made as a result of this solicitation. Offerors will not be reimbursed for any effort or proposal costs resulting from this solicitation. See FAR Clause 52.232-18. K. Base Access: All Contractor personnel shall obtain access to the installation by participating in the Navy Commercial Access Control System (NCACS), or by obtaining passes each day from the Base Pass and Identification Office. Costs for obtaining passes through the NCACS are the responsibility of the Contractor. Oneday passes, issued through the Base Pass and Identification Office in building 812, will be furnished without charge.
