Title of Project: Window Washing and Glass Cleaning Service Contract 2. Scope of Work: Windows shall be washed clean and free of streaks, smears and visible soap residue. Accumulated dirt, paint specs, or other foreign debris must be scraped from windows. Frames shall be scrubbed to remove all dried dirt, insects, debris and other materials so as to be considered clean by Environmental Management Service. Windowsills shall be washed clean and all drippings wiped dry with towel. Cleaning solution to be changed frequently (when dirty) 3. Background: Window and glass washing service include all vestibules, exterior and interior washing of all perimeter windows; all interior partitions and stairwells. Services can be completed throughout the week; starting at 7am and ending at 8pm. 4. Performance Period: The contractor shall complete the work required under this SOW from September 1, 2019 through March 31, 2020.Work at the Government site shall not take place on Federal holidays or weekends unless directed by the CO. Please note Building #17 and Building #2 interior windows and entranceways can only be completed on the weekends starting at 7:00am and ending at 3:30pm. B. GENERAL REQUIREMENTS 1. Equipment and Supplies Safety; Prior to start of work, all Contractor equipment shall be safety checked to conform to Pennsylvania Window Washing/industry standards and OSHA regulations. Environmental Management Service and Safety reserves the right to request the removal from the work site any supplies and/or equipment it deems does not meet the aforementioned codes or regulations. In addition, it may request the halt of any unsafe practices observed in carrying out the contracted service. This will in no way relieve the Contractor of complying with the scope of work/cleaning schedule. Contractor shall be required to develop and submit a safety plan prior to start of work/service; safety plan to include pertinent OSHA regulations and guidelines. 2. Safety Data Sheets; Prior to starting wash services, Contractor must provide Safety Data Sheets (SDS) to the COR for all products used on Lebanon VA Medical Center property. 3. Safety for Overhead Work; Window washers shall close off area(s) and post signs indicating the area(s) are closed to pedestrian traffic when working over entrances, traveled walkways or any area where people might cross below workers before starting any job. Signs should indicate that personnel are working above. All equipment, apparatus or rope coils on the ground level shall also be marked off with cones and signs warning pedestrian traffic. Contractor shall provide safety cones and signs. 4. Inside Work; If any items are moved away from windows by window washers they shall be returned to original location. All water and cleaning solution drippings shall be thoroughly removed and wiped dry before returning items to their original locations. Workers shall carry stepladders/window ladders with them for washing inside of windows. Workers shall not stand on furniture, windowsills and top rung on ladders. Workers will give occupants every opportunity to clear window areas prior to washing. Contractor/incumbent personnel will give a verbal courteous announcement to make staff aware that the Contractor is starting work 5. Damage; any damage to windows, building, furniture, equipment shall be reported immediately to the VA Police and Environmental Management Service. The Contractor shall notify Environmental Management Service of any existing deterioration in windowsills or frames. Contractor will contact the COR or the Environmental Management Service office at 717-272-6621 extension 4515. 6. Washing Times; Windows are to be washed monthly, quarterly and bi-annually. Coordinate washing times with Environmental Management Service. Contact information to be provided. The contractor shall be required to check off each room/area that is cleaned (below). C. CONTRACTOR REQUIREMENTS 1. Personnel; The Contractor shall have sufficient qualified and competent personnel to perform work required by this SOW 2. Supervision; 2.1 The Contractor shall provide onsite supervision to coordinate and inspect work. 2.2 The contractor shall ensure all safety precautions are met. 2.3 The contractor shall ensure all windows are locked properly after being cleaned. Keys will be provided by the Environmental Management Service. 3. Daily Check In/Out; The on-site supervisor or work leader of Contractor workers shall check-in with Environmental Management Service each time prior to starting work. Afterwards the on-site supervisor will contact the COR or designee for inspections after the scheduled work/washing has been completed. Unannounced inspections will be conducted by the COR or EMS; the results will be documented and communicated with on-site supervisor. 4. Performance; Contractor s personnel must be capable of performing at an effectiveness level in accordance with specifications and industry standards. All work shall be performed in a workmanlike manner and in compliance with all federal, state and local laws and codes. All workers shall be required to wash windows clean with a minimum of prompting or direction from Environmental Management Service and any other VA Department. Incumbent Contractor will correct or cause to have corrected any substandard work/discrepancies as requested by the COR and/or designee. Contact information to be provided. The Contractor shall utilize, on this Contract, only workers that are skilled in the tasks to which they are assigned. Environmental Management Service retain the right to require the reassignment of an employee or employees as the may deem necessary. Reasons for this request may be, but are not limited to: poor work performance, incompetence, carelessness, disruptive or otherwise. The request for reassignment is in no way a call for dismissal. It is just a request for the individual to be reassigned away from the Lebanon VA Medical Center. D. SCHEDULING 1. Work Start; No work shall be performed prior to receipt and approval of a Certificate of Insurance with Lebanon VA contracting department. 2. Exterior Wash Days; Inside work may be performed on days with bad weather, as long as it is within the agreed upon schedule. 3. Scheduled Project Time; Work for each listed building must be finished, to the satisfaction of the Contracting Officer Representative COT. Contact information to be provided. 4. Uniforms/Identification; All company workers while on duty shall be identified by uniform shirt, blouse or smock indicating the company name or logo in print large enough to be easily read. 5. Occupant Safety; Work shall be done in such a manner so as to create a safe working and walking situation for staff, patients and visitors of each building. Work shall be done in a manner as to be of a little disruption to staff, patients and visitors of each building.
