Description
Synopsis ¿ Notice of Intent to Issue Sole Source Purchase Order for Remote Visual Inspection Joint Industry Project This notice is in accordance with FAR Subpart 5.2, Synopses of Proposed Contract Actions. The U.S. Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Acquisition Operations Branch is the contracting office for this procurement. The purpose of this notice is to announce the intent to award a Firm-Fixed-Price Purchase Order on a sole source basis to the Health & Safety Executive (HSE), Rose Court 2 Southwark Bridge London, SE1 9HS, United Kingdom (DUNS: 228753372), in accordance with FAR Part 13, Simplified Acquisition Procedures and FAR Subpart 13.106-1(b), Soliciting from a single source. The Health & Safety Executive (HSE) is leading a shared research program aimed at improving the collective knowledge and understanding of the benefits and limitations of Remote Visual Inspection (RVI). The project is expected to be a partnership of oil & gas operators, autonomous vehicle and sensor Original Equipment Manufacturers (OEMs) and regulators (HSE and BSEE), all of whom are key stakeholders in the application of remote visual inspections. Membership in the Remote Visual Inspection Project will provide unique data that is necessary to meeting BSEE ¿s statutory mandates to provide for the annual inspection of all oil & gas drilling rigs. HSE ¿s research is unique because of the combination of unbiased research on the limitations and benefits of remote visual inspections using both aerial and underwater vehicles as well as developing protocols in demonstrating competence in the area of RVI. For BSEE to find another organization, particularly another Regulator with shared needs and interests, with the expertise and capability to lead this type of research or conduct the research itself would result in a considerably larger cost to the government as it will not benefit from a cost-sharing set-up. Only HSE can act as the contractor as they are currently running the JIP that is being conducted at this time. It is anticipated that a purchase order award will occur on or before September 1, 2019. The anticipated period of performance for this Firm-Fixed-Price (FFP) project is 24 months. The applicable NAICS Code is 541715 (Research and Development in the Physical, Engineering, and Live Sciences (except Nanotechnology and Biotechnology). This is NOT a request for competitive quotes. This notice of intent is for informational-purposes only. However, all responsible sources may submit a capability statement which shall be considered by the agency if received by the Point of Contact (POC) listed below by 2:00 p.m. ET, July 26, 2019 (reference Solicitation No. 140E0119Q0080). A determination by the Government not to compete this action based on this notice is within the discretion of the Government.
