Description
This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to publicize a competitive FY 19-24 (a) MASC for Facility Investment, Custodial, Grounds Maintenance, Pest Control, Integrated Solid Waste Management, and Pavement Clearance work to be performed at various Naval and Marine Corps Reserve Center located in Arizona, California, Colorado, New Mexico Nevada and Utah that will be procured as commercial items acquisition in accordance with Federal Acquisition Regulations (FAR) Part 12. Description of the Work/Services: The Contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide maintenance, repair, alteration, demolition and minor construction associated with the following types of systems and facilities: Annex 1502000 “ Facility Investment Annex 1503010 - Custodial Annex 1503020 - Pest Control Annex 1503030 “ Integrated Solid Waste Management Annex 1503050 - Grounds Maintenance and Landscaping Annex 1503060 - Pavement Clearance ************************************************************ Procurement Method: Contracting by Negotiation “ Lowest Price Technically Acceptable (LPTA). This procurement consists of one solicitation with the intent to award to three contractors, unless the contracting officer determines that a number greater than three is in the Governments interest and is consistent with the purposes and objectives for the acquisition of Facility Investment, Custodial, Grounds Maintenance, Pest Control, Integrated Solid Waste Management, and Pavement Clearance to be performed at various Naval and Marine Corps Reserve Centers located in Arizona, California, Colorado, New Mexico, Nevada and Utah. This is an Indefinite Delivery Indefinite Quantity contract with no pre-established fixed contract prices. The Offeror with the LPTA proposal will be awarded the initial task order. The remaining Offerors with LPTA proposals will be awarded the minimum guarantee of $500 issued as the first task order of their respective contract. ************************************************************ The NAICS Code for this procurement is 561210 Facilities Support Services. ************************************************************ The term of the contract will be a 12-month base period and four 12-month options, for a total of five years or 60 months. The estimated total contract value is expected to be $25,000,000 shared by up to three contractors, over a base period and four option periods. Only the base period of the contract will offer a minimum guarantee. ************************************************************ This is a new procurement. These services are currently being performed under the existing MASC Groups (MASCs) Task Orders or stand-alone contracts in the following: N40083-14-D-1006 N40085-15-D-6617 N62473-14-D-3805, TO N62473-18-F-5379 N62473-14-D-3805, TO 0002 ************************************************************ Offerors can view and/or download the solicitation, and any attachments, at https://www.neco.navy.mil/ when it becomes available. It is anticipated that the solicitation will be posted not later than January 31, 2019. ************************************************************ The proposed contract is limited to qualifying 8(a) small business firms. The Government will not consider offers from other than small business firms. All other firms are deemed ineligible to submit offers. ************************************************************ The solicitation utilizes source selection procedures which require offerors to submit a technical proposal, past performance and experience information, and a price (or cost) proposal for evaluation by the Government.
