- This is a sources sought synopsis for acquisition planning purposes and no formal solicitation exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, management, and financial capability of such offerors to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside is warranted or an alternate procurement strategy is warranted. The Bureau of Reclamation has a requirement for the operations of tour ticket sales and management of parking garage operations at Hoover Dam, Nevada. The contractor shall provide all labor, equipment, material, supervision and other items and services necessary to implement, manage and operate an integrated On-Site Tour Ticket Sales and Reservations System and the Hoover Dam Parking Garage (HDPG), Use Fee Collection Point (UFCP), as well as overflow and remote parking lots for the following principal features of the work, including but not limited to: 1. Ticketing - Provide for the seamless management of tour ticket sales for a high volume, high profile, public tourist destination (average 800,000 tickets sold per year, with average revenue of $9 million). Must include full service Point of Sale ability for ticket purchases (including online, in-person, off-site, app-based and advance sales), revenue, tour types, daily electronic reporting / audit functions, cash and other payment management, visitor experience enhancements, such as tour wait times, and other potential duties through the use of expertise and technology. 2. Parking - Provide for the seamless management of parking facilities for a high volume, public tourist destination with multiple parking locations (3 or more with an average 400,000 tickets sold per year, with an average revenue of $2.9 million). Must include full service POS ability for multiple inputs and revenue types, daily electronic reporting and other audit functions, cash and other payment management, visitor experience enhancement (including but not limited to real-time space availability info), and other potential duties through the use of expertise and technology. 3. Commercial Use Authorization (CUA) collection point “ Provide all personnel, equipment, materials, supervision, and other items and service necessary to implement, manage and operate an integrated on-site Ticket Sales and Reservations System for the various Vistor Center Admission and tour tickets at Hoover Dam, as well as, for the Hoover Dam Parking Garage (HDPG), CUV collection point and the overflow lots. The capability statement shall address the work listed above, demonstrate the company ™s capability to perform the work, and describe previous procurement ™s performed of similar size and complexity. Please indicate if your firm has the capability to perform all, or only some of the services listed. If only some, please provide your firm ™s capability statement on those areas. Additionally, all responses to this sources sought shall include company name and address, DUNS number, business size and type (8(a), HubZone, Small Business, etc), and point of contact to include e-mail address and telephone number. include e-mail address and telephone number. Capability statements shall not exceed 10 pages in length. This information will be used to assist the Contracting Officer in developing the procurement strategy, in particular, including whether an 8(a) or Hubzone set-aside is warranted or if another socio-economic set-aside strategy is more appropriate. The North American Industry Classification System (NAICS) Code for this acquisition is: 812930 Parking Lots and Garages. The small business size standard for NAICS Code 812930 is $38.5M.
