- This is a Sources Sought Constitutes Market Research. This is not a solicitation for bids, proposals, proposal abstracts, or quotations. The purpose is to obtain information regarding the availability and capability of Service Disabled Veteran Owned (SDVOSB), Veteran Owned Small Businesses (VOSB), and Small Businesses to perform a potential requirement. The responses received from interested contractors will assist the Government in determining the appropriate acquisition method. The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 21, is conducting market research to identify potential sources which can provide the following service in VA Northern California Health Care System (VANCHCS) Preventative Maintenance and lease compactor (see attached SOW). Potential businesses having the capabilities necessary to provide the above stated equipment are invited to respond to this Sources Sought Notice via e-mail to Maria Teodoro-Tanksley at maria.teodoro-tanksley@va.gov no later than 30 Jul 2019. No telephone inquiries will be accepted. RESPONSES SHOULD INCLUDE THE FOLLOWING INFORMATION: company name, address, and business size; point of contact name, phone number, and e-mail address; suggested equipment information including manufacturer, model and delivery schedule; whether system is presently offered on a current GSA Federal Supply Schedule contract. NAICS Code 532420 is applicable to determine business size standard. Disclaimer and Important Notes: This Sources Sought Notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. The Government will treat any information received as proprietary and will not share such information with other companies. Any organization responding to this Sources Sought Notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. The Government may or may not issue a solicitation as a result of this announcement. There is no solicitation available at this time. Statement of Work Descriptions Contractor shall provide self-contained compactor for lease and cardboard bailers designed for compacting and bailing of cardboard for recycling at VA Martinez and VA Sacramento. Current unit is a Marathon, but Brand Name or Equal applies. Location: Martinez VA Medical Center 150 Muir Road Martinez, CA 94553; Sacramento: VA Mather Health Care System 10535 Hospital Way Mather CA 95655. In VA Sacramento Contractor shall provide maintenance/repair on one (1) cardboard bailer owned by the VA. In VA Martinez Contractor shall provide two (2) 30 yard self-contained compactor unit and one leased vertical cardboard bailer One (1) set full-channel compactor guide/guard rails to protect concrete at loading dock. One (1) self-contained electrical/hydraulic unit to power ram for compacting trash This lease shall include quarterly, factory recommended preventative maintenance for the entire term of the lease. User s Responsibility: The Government will not hold the contractor responsible under the terms of this contract for repairs to equipment necessitated by user s abuse and/or misuse of equipment. Hours of Work and Legal Government Holidays: Unless otherwise specified, all contract work is to be performed during regular administrative working hours, 8:00 a.m. to 4:30 p.m., Monday through Friday excluding the following listed holidays observed by the Department of Veterans Affairs: New Year Day January 1 Martin Luther King s Birthday 3rd Monday in January President s Day 3rd Monday in February Memorial Day Last Monday in May Fourth of July July 4th Labor Day 1st Monday in September Columbus Day 2nd Monday in October Veteran s Day November 11 Thanksgiving Day Last Thursday in November Christmas Day December 25 If during the contract period, the VA determines that the condition of the equipment supplied by the contractor constitutes a hazard to the health or safety of any individual who operates the equipment, the contractor shall immediately upon notification of such conditions by the Contracting Officer (CO) or Contracting Officer Representatives (COR), remove the equipment from VA property and replace with equivalent equipment which shall be approved by the VA facility. The CO is the only person authorized to approve changes or modify any of the requirements under this contract. In the event the contractor effects any such change at the direction of any person other than the CO, the change shall be considered to have been made without authority and no adjustments will be made in the contract price to cover any increase in costs incurred as a result thereof.
