- Page 2 of 2 NOTICE OF INTENT TO SOLE SOURCE The Department of Veterans Affairs intends to issue sole-source firm-fixed priced award contract, to BioFeedBack Resources International Corporation, 109 Croton Ave., 2nd Floor, Suite 240, Ossining, NY 10562-4219. A sole source procurement will be issued to BioFeedBack Resources International Corporation because they are the only vendor capable of fully performing the required service. Due to the proprietary and custom nature of the Biofeedback Certification International Alliance (BCIA) training, it must be performed by BioFeedBack instructors. BioFeedBack Resources International Corporation designed a custom training program for Tennessee Valley Healthcare System (TVHS) facilities which will include specific technical instructions on the biofeedback equipment that is presently in use at the TVHS facilities. BioFeedBack Resources International Corporation maintains the proprietary rights to this training. This procurement is being conducted in accordance with FAR Part 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The NAICS code is 611710 and has a size standard of $15 Million for this procurement. SCOPE OF WORK: STATEMENT OF WORK PART A GENERAL INFORMATION A.1 INTRODUCTION Biofeedback is the process of gaining greater awareness of many physiological functions primarily using instruments that provide information on the activity of those same systems, with a goal of being able to manipulate them at will. Some of the processes that can be controlled include brainwaves, muscle tone, skin conductance, heart rate and pain perception A.2 BACKGROUND In biofeedback, you are connected to electrical sensors that help you receive information (feedback) about your body (bio). Biofeedback may be used to improve health, performance, and the physiological changes that often occur in conjunction with changes to thoughts, emotions, and behavior. Eventually, these changes may be maintained without the use of extra equipment, for no equipment is necessarily required to practice biofeedback A.3 SCOPE OF WORK TVHS is furnishing rooms for accommodations. This is a 3-Day On-Site BCIA Certification Biofeedback Training Program with Equipment, including Instructor, Travel Expenses, Supplies, Hand-Out materials, raining reading materials, 2 post training web sessions, and fees for 6 participants. Biofeedback Equipment is owned by TVHS and is the property of whole health lab for students to learn how to operate equipment and practice with supervision of instructor after didactic training.
