- Amendment to Solicitation Number VA242-17-R-0544: Oneonta CBOC. The purpose of this amendment is to respond to questions from prospective offeror and to attach the relevant documentation. Question # 1: The RLP refers to Agency Specific Requirements (ASR s) however ASR s were not provided. Can you confirm there are solicitation specific ASR s? Response to Question # 1: Yes, there are agency specific requirements now attached with this amendment. Question # 2: Are you requesting the TICS table to be filled out at time of initial offer? Response to Question # 2: Yes, TICS to be submitted with initial offer. Agency Specific Requirements Oneonta CBOC The U.S. Department of Veterans Affairs (VA) desires to lease sufficient Rentable Square Feet (RSF) of existing real property to yield up to approximately 5,000 Net Usable Square Feet (NUSF) in Oneonta, New York for use as a Community Based Outpatient Clinic (CBOC). Clinical space must be contiguous space located on a single floor and have first floor access. On-site parking for approximately 24 vehicles, with a minimum of 4 dedicated to handicapped parking spaces is required. A lease for up to 10 years will be considered. The offered facility may be a multi-tenant building or single tenant building with a VA preference for a ground floor facility. The offered facility must be in suitable location for a clinical or administrative facility preferably in an area of other medical office buildings or in a retail sales area. Standalone building preferred, but not required. The building owner shall provide Architectural, Engineering, and Construction services to build new or convert existing space in accordance with the space plan. Offerors shall design and build all rooms based on all the requirements on all documents provided with the RLP. It is the offeror s responsibility to ensure TI pricing provided with offer represents the full cost of the required spaces accordingly. Space Plan Building Codes and Standards. The building will be designed, constructed and maintained in accordance with the most current version of the codes and standards at time of award: All applicable State and Local Building Codes The Joint Commission The Facility Guidelines Institute Guidelines for Design and Construction of Health Care Facilities NFPA 99: Health Care Facilities Code Architectural Barriers Act Accessibility Standards (ABAAS) In the absence of a State or Local Fire Code - NFPA 101: Life Safety Code VA PG 18-14: Room Finishes, Door & Hardware Schedule used to define room finish materials, door sizes and types and hardware functionality. VA Signage Design Guide Additional Space Requirements: a. Space must be on one floor and all in the same building. b. Building entryway and sidewalks to be ADA compliant. Provide ADA auto-door operator for entry door. c. All offices and other work spaces are to have adequate phone, data, cable tv and power (details to be determined during design). WIFI to be provided by the VA, however, Cat 6 cables will need to be installed throughout for distribution. d. Provide adequate lighting, plumbing, HVAC, power, data, and phone for spaces and the medical function e. Provide casework, chair rails, handrail, window shades/blinds, flooring, and carpeting. f. All door openings shall meet ADA specifications. Take care to minimize changes in level of the floor and include no carpet pad or cushion. g. Provide ADA-compliant hardware approved for ADA use. Building and office spaces must be lockable. Building must be alarmed (to be coordinated with Physical Security Specialist). Use Stanley/best 7 Pin Small format cores installed with construction cores that will be removed upon coordination with Locksmith at turnover of the facility h. Preventive maintenance of building existing systems such as HVAC, domestic water heaters, and electric panel boards will be completed prior to occupying the space and throughout the occupancy of the building to meet FEGLI and Joint Commission Accrediting standards. i. Building owner to provide exterior building/lot/marquee signage (building signage shall be designed to meet VA signage standards). j. Building owner to provide carpet, flooring, cove base, paint, and window covering samples to VA interior designer for color selection. k. Clean entire space (aka terminal cleaning ) prior to VA occupying space. l. Patient restrooms (unisex) should be conveniently located near the entrance to the space. Both restrooms should contain baby changing stations (with appropriate signed) and feminine hygiene product dispensers. All patient restrooms shall be ADA compliant and require a hand rail. m. Provide a noncombustible covered area via permanent tile or aluminum canopy (other materials to be more in line with surroundings will be considered if presented to the project manager), a minimum of 8 x 8 to completely cover a patient on a gurney waiting in inclement weather, should transport via ambulance be necessary. Final determination of canopy height shall be based on an assessment of the typically emergency vehicles arriving at the site. Since some ambulances may require even more clearance, the A/E must coordinate with the medical center and local sources of emergency transportation before firmly establishing the canopy height. n. Provide a noncombustible canopy at backing in and drive through unloading areas of main entrances. Clearance from grade to the underside of any canopy obstruction shall be 3 m (10 ft.) minimum. Final determination of canopy height shall be coordinated between the A/E and medical center before firmly establishing the canopy height. o. All interior walls for offices and conference rooms will be insulated to reduce disruptions and maintain a level of confidentiality and privacy. Refer to acoustic requirements in the TIL for further guidance. p. Building owner s proposal to include facility interior signage. Signage configuration shall be approved by VA Project interior designer and be designed according to the VA sign manual. q. All exterior signage is the lessor s responsibility for city approval and should be in place by CoO. r. Stable HVAC temperature is required in the IT closet 24 hours a day and will require a separate dedicated CRAC or mini split to maintain temperature. s. The police office requires tinting on the exterior windows to prevent people from viewing locations and activities on cameras. t. Ensure all patient care rooms have locks on the patient side to ensure privacy. Coordination from earliest design phases with locksmith will ensure privacy requirement is met. u. Ensure soap dispensers are located near the sink and do not have a top that can be accessed without a key. v. The facility requires the ability to hook up a generator during an emergency event, but does not need a generator included with the buildout. w. The nurse s call should be installed within reach of the patient where they would most likely need it (not necessarily location most convenient to other electrical wiring). The focus is on patent safety. x. Provide general lighting that does not have direct visibility of ballast but does not have a lens cover that collects dust and debris. y. Ensure that all thermostats are not able to be adjusted or manipulated by staff or patients. z. Ensure that any door that opens to a thoroughfare has vision glass installed for safety. aa. Use solid surface countertops in wet areas and laminates in areas that do not have risk of water damage. bb. The space must be compliant with the Americans with Disabilities Act. dd. Parking, both handicapped and regular must be readily available and marked VA ONLY. Convenient access to public transportation is required. ee. All utilities including gas, electric, water, sewer, cable and janitorial service shall be included in the lease. ff. All curtain track layouts shall be placed on drawing before 90% design review for interior design review, along with all furniture and equipment to be purchased by the VA in order to be reviewed by the project manager and interior design for coordination with systems and utilities gg. Disposable privacy curtains supplied by lessor or laundered and installed by lessor. Standard curtain track hh. To prevent wall erosions, rub strip that comes in adhesive sheets like Acrovyn minimum 8 strip in all waiting areas and exam rooms behind seating. Use corner guards on all corners like Acrovyn there are several brands. ii. Mold Prevention: Wallcovering should be avoided if possible due to high relative humidity in this region. If a wallcovering is being considered, avoid exterior walls, restrooms, shower rooms, and other wet area. Additionally, the wallcovering is required to be class A fire rated. Submit sample with permeability rating to Engineering office for approval. jj. Special care should be taken to avoid storing construction materials in non-climate controlled environments. kk. Biomedical Equipment purchased is required to be compatible with existing multiyear, multi-campus M+O biomedical equipment contracts already in place or provide adequate full system repair and preventive maintenance training to current in-house biomedical and M & O staff members ll. Locks/Hardware: Stanley/best 7 Pin Small format cores installed with construction cores that will be removed upon coordination with Locksmith at turnover of the facility mm. Janitorial Service: The Lessor shall maintain the Premises and all areas of the Property to which the Government has routine access in a clean condition and shall provide supplies and equipment for the term of the Lease. Response time of 1 hour during normal business hours for emergency janitorial services. Cleaning to be performed as per OSHA requirement for Bloodborne Pathogens and/or CDC requirement of Environmental Service. nn. Lessor to provide unscheduled terminal cleaning when deemed necessary from infection control (no more than 4 times annually). Terminal Cleaning: The purpose of this cleaning and disinfection process is to remove bacterial contamination from environmental surfaces and equipment surfaces where patients receive care in order to prevent the transmission of the microorganism from patient to patient, from patients to healthcare workers, and from patients to visitors. Terminal Cleaning services personnel should receive proper training and education on patient room cleaning and disinfecting protocols, and they must use all barrier precautions (such as masks, gloves and gowns) when cleaning in rooms or units where surfaces may be contaminated with infectious microorganisms. All training will be coordinated with the VA infection control staff and will be completed within 14 calendar days of contract award. Terminal Cleaning services personnel should use Environmental Protection Agency (EPA)-approved, hospital-grade cleaning and disinfectant products and all horizontal surfaces and other surfaces in the room that may have become contaminated must be cleaned and disinfected. Contractor is to provide all terminal cleaning supplies. Contractor shall clean all high-touch areas in the room including cabinets, workstations and inner drawer, phone and cradle, armchairs, door and cabinet handles, light switches, etc. In restrooms, Contractor shall start with the highest surface and clean the toilet last. oo. Clean the sink and counter area, including sink fixtures, and if there is a shower, the support bars and shower fixtures and surfaces. pp. Privacy curtains should be removed by the Contractor, placed in a plastic bag in the room and double bagged into a laundry bag with the assistance of another member of the terminal Cleaning services staff standing at the door outside the room. qq. The person outside the door should wear gloves. After completing the task this person should remove gloves, wash hands with an antimicrobial soap and water or apply an alcohol rub to their hands. If visibly soiled, Contractor shall clean window curtains, ceiling and walls. Following the terminal cleaning of a patient room, gloves should be removed so as to avoid touching the outside of the gloves. Hands should be washed with an antimicrobial soap and water or an alcohol rub applied to the hands prior to donning a new set of gloves. rr. Davis Bacon Act Wages must be utilized for the build out of the lease space. ss. Four-hour response time on any utility or building system problems, to include but not limited to a/c, plumbing, electric, roof leaks, etcetera. Non urgent calls as determined by the AO will be addressed within 24 hours of the facility manager being notified. If no evidence of action being taken 24 hours after the problem has been reported; the Contracting Officer will have the option to Contract the Services of an outside Contractor, order the repairs directly and deduct the total cost of the repairs from the base monthly rental rate. tt. As part of JCAHO inspection standards, Sites must show that at least 95% of the program s items work properly at any given time. Exit Lights and Lights in the means of egress must be in working condition at all times. Inspect smoke barrier penetrations and fire rated corridor wall penetrations quarterly for penetrations and repair with appropriate fire-rated materials. Onsite lessor rep should be inspecting the facility monthly to assess fire rated door latches, panic hardware, fire extinguishers, eye wash stations, ensure corridors are clear, all common areas assessed for damage, building systems are fully operational, etc. During repairs or maintenance, a process is in place to manage air quality, infection control, utilities, noise, odor, dust, vibration and other hazards; high-risk and infection control preventive maintenance completion rates at 100 percent; and non-high-risk completion rate at 90 percent. Finish: 630 Stainless Steel AGENCY REQUIREMENTS FOR FINISHES The following Interior Design Standards are set forth for new construction and renovations of the medical center, hospital and clinics of the Albany Stratton VA Medical Center. Interior finishes and materials in a facility are major components that establish and maintain an environment that is professional, therapeutic, safe, aesthetically pleasing and functionally appropriate. The purpose of these standards is to provide a basis for specification of materials to be used for interior building components such as: flooring, wall finishes and wall protection, ceiling tiles, cabinetry, cubicle curtains and window treatment details. Alternative material selections for projects will be considered when the needs of the program or end user cannot be met with a standard selection. Standard materials will be reviewed and updated as required. FLOORING Specification and selection of flooring will be aligned and guided by The VA Program Guide for finishes found in the Technical Information Library. This document provides specific flooring materials for each space after careful research for use of space, life-cycle cost and maintenance needs. This document also supports the EMS community by continuing to reduce the use of VCT throughout the facility. http://www.cfm.va.gov/til/room/RoomFinishes.pdf The Albany VAMC has specifically been looking to reduce the use of carpet in the facility as well even though the guide lists it as a flooring material in many spaces. As an alternative we have been using the following flooring: Premium Vinyl Wood Plank 4 (101.6mm) wide by 36 (914.4mm) long with 4 rubber cove base as follows: Roppe Vinyl Wood Plank Style: Northern Timbers Gauge: 1/8 (3mm) Size: 4 x 36 Standard Colors: 030 Spicy Cherry and 024 Golden Oak Adhesive: Use manufacturer s recommended adhesive for the specific location and conditions. Note: Vinyl Plank loose lay style is not acceptable for areas where overlay is needed. ACM must be removed and abated and floor substrate properly prepared and level. For new construction/renovation projects additional colors from the Northern Timbers and Northern Leathers or equal LVT plank or tiles can be proposed with review and approval by the Interior Design office. These should serve to define the color palette of an area/department. Homogeneous Sheet Flooring with heat welded seams incorporating 4 or 6 integral base to be used in Clinical/Intense Use areas: Mannington BioSpec MD Gauge: 0.080 Width: 6 -6 Static Limit: 750 PSI Standard Colors: Any BioSpec MD Color with suggested solid weld rod for color specified. Adhesive: Use manufacturer s recommended adhesive for the specific location and conditions. Note: In no case should the integral base cove up onto the toe space of built-in base cabinetry. This should not be used in spaces requiring conductive or static dissipative flooring. 4 Applied standard toe cove wall base when required should be the following: Roppe 4 Cove Vinyl or Rubber Base Color: 171 Sandstone Note: In some cases 6 base may be required in a clinical area or to match existing. Bathroom Floors will be finished with Porcelain floor tile or Ceramic Mosaic floor tile. The floor tile should include cove base tile that creates a sanitary cove installation up onto the wall surface. Grout joints should be a maximum of 1/8 and incorporate the use of epoxy grout and grout sealer. Entrances from the outdoors shall be wall to wall walk-off carpet tile that is ADA compliant and provides a safe non-slip surface that can help keep water and dirt from tracking into adjoining space such as: Lee s First Step or Step Up (Quarter Turn Pattern) Color: Charcoal Grey Adhesive: Lee s Ever Seal Address flooring material transitions with appropriate trim and specialty pieces to minimize elevational changes and meet VA Requirements. CERAMIC/PORCELAIN WALL TILE All restrooms and showers should protect the entire wet wall with full height (floor to ceiling) glazed ceramic or porcelain wall tile minimum size of 4-1/4 x 4-1/4 to a maximum size of 8 x 8 with other walls at wainscot level (36 48 ) where applicable. Minimal grout lines as approved by the tile manufacturer shall be used. Epoxy grout and epoxy sealer shall be standard. Accent tiles and tile borders to define the color palette of an area/department can be proposed with the review and approval of VA Interior Design on a project by project basis. Trim and specialty pieces shall be used to ensure a professional looking installation. PAINT Benjamin Moore Eco Spec WB Interior Latex Paint- Primer (372) Benjamin Moore Eco Spec WB Interior Latex in Eggshell Finish (374) is the standard for wall finishes in the following colors as a general paint color: 1053 Sierra Hills OC-5 Maritime White (Must be VA special blend for color matching Refer to Miller Paints, Albany, NY for correct color formulation) Benjamin Moore Eco Spec WB Interior Latex in Eggshell Finish 374 is the standard for wall finish in the following colors as an accent paint colors: 1643 Franklin Lakes 705 Sioux Falls 199 Barley 1202 Baked Terra Cotta HC-85 Fairview Taupe Benjamin Moore Eco Spec WB Interior Latex Semi-gloss finish (376) is used as needed for all high traffic areas such as stairwells and utilitarian areas in either the general paint color or any of the accent paint colors. Coronado Industrial Coatings Corotech DTM Semi -gloss Finish is the standard for all direct to metal applications in the following color: Trim: 1077 Great Plains Gold (Benjamin Moore color) OR 984 Stone Hearth alternate for use with OC-5MaritimeWhite general wall paint only or to match existing. Other Applications: (ie- panel boxes etc.) to match surrounding wall. Benjamin Moore Eco Spec WB Interior Latex Semi-gloss finish 376 is standard for all painted trim other than a metal surface in the following color: 1077 Great Plains Gold 984 Stone Hearth alternate for use with OC-5MaritimeWhite general wall paint only or to match existing. Benjamin Moore Eco Spec WB Silver Interior Latex in Flat Finish 473 is the standard for hard ceilings and underside of soffits finish in the following color: Ready Mix White WALLCOVERINGS The use of wallcovering is acceptable as an accent only in limited areas and must obtain review and approval by VA Interior Design. All wallcoverings must be 54 wide Type II vinyl. The use of wallcovering borders is acceptable as needed to add visual interest and color to spaces without posing a maintenance problem. WALL PROTECTION The use of various wall protection products is required and should include, but not be limited to handrails, surface mounted mechanically fastened wing corner guards, chair rails, crash rails and rigid wall protection sheets as provided by In Pro Corporation in the following colors: Antique White 0104 Burlap 052 Accent and alternate color selections per project must obtain approval and review by VA Interior Design. 2 The use of door protectors is required on the lower portion of doors in a color that matches the standard paint trim. Burlap 0252 TOILET PARTITIONS All toilet partitions should be of a 1 solid plastic HDPE material with homogenous color throughout to resist dents, scratches, corrosion, mildew and vandalism. Consider use of ceiling mounted system without use of floor mounted posts when possible. Color selections per project must obtain review and approval from VA Interior Design. RESTROOM SINKS Wherever a counter is specified in a restroom; the use of a solid surface with integrated sink bowl is required. ACOUSTICAL CEILING TILE Acoustical ceiling tile for general use particularly when access to above ceiling utilities will be common should be as follows: Armstrong Tundra Medium texture; 15/16 Tegular #303 (2 x2 ) or #305 (2 x4 ) Acoustical ceiling tile to be used for its excellent sound absorption that will assist in addressing HIPAA requirements should be as follows: Armstrong Cirrus 15/16 Angled Tegular #584 (2 x2 ) or #535 (2 x4 ) Ceiling tile for utilitarian type of spaces such as corridors, storage and utility rooms: Standard currently in use: Armstrong Fissured 15/16 Square Lay-in #755 (2 x2 ) or#756 (2 x4 ). Alternate: Armstrong Fine Fissured 15/16 Square Lay-in #1728 (2 x2 ) or #1729 (2 x4 ) Specialty suspended ceilings for use in procedure rooms, clean rooms etc. should be 15/16 unperforated Square Lay-in tile as follows: Armstrong Clean Room VL #868 (2 x2 ) or #870 (2 x4 ) MILLWORK DETAILS Windowsills to be solid surface material as follows: Corian Deep Night Sky Custom laminate cabinetry should be full overlay with concealed hinges. No wall mounted cabinetry above sinks to allow for proper installation of standard soap and paper towel dispensers. Backsplashes are to be used on countertops in wet areas only. No sink base cabinetry. Provide apron only. No recessed pulls on cabinetry use wire pull hardware only. Laminate and Solid Surface countertops for custom millwork and cabinetry laminate/wood selections must obtain review and approval from VA Interior Design. WINDOWTREATMENTS Use of mini-blinds will be kept to a minimum and used only as needed for interior windows - ie: glazing in doors and between hallway and office or waiting areas. Use micro-mini blinds as appropriate. Color: Alabaster Use of window film can be proposed for privacy as needed for interior windows ie: glazing in doors and between hallway and office or waiting areas. Manual FlexShades as manufactured by Draper (or equal) with a stainless steel bead chain clutch will be used for building windows leading to the exterior. Selection of window shade fabric opacity/openness factor will depend on the location. Sheerweave fabric with 5% openness factor is most commonly used. Use of a fascia is required whenever it is possible depending on the location and mounting conditions. Dual roller shades are to be considered for conditions requiring both black-out and light filtering qualities. The use of motorized shades is permitted when necessary. For conditions needing opaque fabric: SB9020 Ivory by Phifer For conditions requiring translucent fabric: White/Bone or Beige by Phifer CUBICLE CURTAINS All curtains shall be launderable to a temperature of not less than 160 degrees Fahrenheit (71 degrees C). All curtains shall be flame resistant and shall be identical to those that have passed NFPA 701 when tested by UL or another testing and inspecting agency acceptable to authorities having jurisdiction. Fabric must be treated (Nano-Tex, Duratex or manufacturer s equivalent) or the fibers must be inherent with anti-microbial treatment for protection against MRSA and bacterial growth. Curtain top shall contain no less than 18-inch mesh with ½ inch holes (13mm). Overlap seams and double-lock stitch to body of curtain. 5. Provide curtains fabricated to comply with the following requirements: a. Width: Equal to track length from which curtain is hung plus 10- 15 percent. b. Length: Equal to floor to ceiling height minus 18 inches from finished ceiling at top and 12 15 above finished floor. c. Top Hem: Not less than 1 inch (25mm) and not more than 1- ½ inches (40mm) wide, triple thickness, reinforced with integral web and double stitched. d. Grommets: 2 piece, rolled-edge, rustproof, nickel-plated brass and spaced not more than 6 inches (150mm) on center. e. Bottom and side hems: Not less than 1 inch (25mm) wide, reinforced, triple thickness and single stitched. f. Seams: Not less than ½ inch (13mm) wide, double turned and double stitched. 6. Fabric: Standard fabric is as follows: Design/Craft Fabric Corporation Pattern: Connections 72 wide with permanent antimicrobial protective finish. Colors: Chablis or Suede Note: Alternate fabric selections with patterns and colors can be proposed to define and enhance the color palette and function of a department. These selections must be reviewed and approved by VA Interior Design. All cubicle curtains shall have a sewn on identifying label which shall indicate all fabrics with appropriate markings of applicable testing and inspecting agency for fire resistance. The label shall indicate the size of curtain, specific room number and location within the project. Spare set shall be provided for each curtain and shall include sewn on label. CUBICLE CURTAIN TRACKS 1. All tracks shall be InPro Clickeze Optitrac Privacy Systems or equal 1-3/8 w x ¾ h x 0.60 thick, extruded aluminum white backed acrylic enamel or anodized aluminum finish with color matching removable end caps, color matching splices and bends available. Non-binding nylon dual wheel roller with ball & chain carrier accurately fitted for track to prevent accidental curtain removal. Provide 2.2 carriers per linear feet of track length plus one extra carrier. Review of track operation and placement in conjunction with patient lift systems and other ceiling mounted devices must be carried out to determine if alternate track should be specified SITE REQUIREMENTS FLAG POLE PROVISION If the Government is the sole occupant of the building, a flag pole shall be provided at a location to be approved by the Contracting Officer. The flag shall be provided by the Lessor as part of the shell rent and replaced at times during the lease term when showing signs of wear. The Lessor shall be responsible for flag display on all workdays and federal holidays. The Lessor may light the flag in lieu of raising and lowering the flag daily. The Government shall provide instructions when flags shall be flown at half-staff. Flag poles must extend at least 30 feet above the ground and be equipped with rope and hardware for one flag. This requirement shall be waived if determined inappropriate by the Government. Exterior lighting (two each light fixture spaced a minimum of 20 feet apart, mounted on the building or at grade) shall be provided to illuminate the flags at night. Automatic switching for light fixtures shall be provided. MAILBOX Accommodations required for mail delivery whether it be inside the building or an exterior mailbox for rural deliveries. (Rural Delivery Box measurements shall be a minimum of 11.25 x 13.75, metal. in black, lockable and post mounted. EXTERIOR SIGNAGE Have made and install an exterior sign to be posted along the road right-of-way to identify the clinic s location for attending patients per the attached found in the VA s Technical Information Library (TIL). Information Technology Communications Room General Requirements for IT Room Contractor shall provide a dedicated IT Communications Room with a minimum size of 6 X 10. The room will have a steel frame and door, minimum 36 width. The door will have a primary lock, and a deadbolt (this can be one combined unit). If separate the locks will be keyed the same. The door will have a 1 X 1 vent installed in the door. There will be no signage for the room other than a room number if required. There will be a contractor supplied 10 LB Dry Chemical ABC fire extinguisher mounted on the inside wall of the IT Room. The door will have the hinges on the inside of the Communications Room, or if on the outside the pins will be spot welded for security. The inside walls will be sheet rocked, the sheetrock must extend from the floor to the ceiling of the structure. The ceiling can be sheetrocked or a dropped ceiling. The walls will be painted flat white. The only access to the room will be through the main door. All data communication lines will be terminated in this room on the back wall. This wall will be plywood and have ability to support up to 150 lb. cabinet. Power, two circuits, 1 20 amp circuit for the network hardware and 1 20 amp circuit for the 2 Servers, total of 2 circuits. Room must have 2 standard 19 data racks installed, one to support network equipment and one to support PC/Servers. The racks must be secured to the floor, a minimum of 3 feet behind the rack for access. Both racks will have 2 shelves on the bottom installed to hold IT computers. All equipment will be mounted or stored off the floor. 2 Shelves on the side wall to hold 2 spare PC s 2 Monitors, spar, mice and keyboards. The floor will be tiled or painted concrete. The room will have adequate lighting to work in. Room must have an independent air conditioner and be able to maintain the room at 70 degrees. The same specification will be utilized for staff and contract model off site locations that utilize VA owned IT equipment. SECURITY PROVISIONS The installation, maintenance, monitorship and responsibility for notifying local police of clinic alarm activation should be accomplished through a contractual arrangement with a commercial security firm. The installation shall be incorporated into the Tenant Improvements and the maintenance and monitorship shall be incorporated into the monthly payments. PANIC ALARM SYSTEM: Lessor shall furnish and install one (1) panic alarm system. System shall have a wireless Panic Alarm device in rooms as noted below. Panic alarm device topography shall alarm back to the Reception area and the Nurses Office. Panic buttons shall be placed within the Reception area (to cover the Waiting Area) as well as all Exams Rooms and the Triage Room. NURSES S CALL STATION: Lessor shall furnish a nurse s call station in all restrooms. A horn strobe to be centered over the door on the corridor side and the pull station to be installed above the ceramic wall tile adjacent to the toilet. SECURITY SYSTEM: Lessor shall provide a motion intrusion detection system for the entire VA space that is monitored by motion sensors, door contacts on exterior doors, and also door contact on IT room door. The system shall meet the following requirements but not limited to: An internal, automatically charging DC standby power supply and a primary AC power operations. An automatic reset capability following an intrusion detection. A local alarm level of 80 dB (min.) to 90 dB (max.)within the configuration of the protected area. A low nuisance alarm susceptibility. Annunciators/keypad shall be located at front and rear entrances and shall have the capability of identifying protected zones. System shall have the capability of transmitting alarms to an off-site 24 hr. monitoring company and VA police service. Telecommunications Closet: Room must have motion detection inside the room and intrusion detection on the door. Motion detectors shall be installed in the Waiting Area, Conference Room, Corridor (as needed pending the configuration).
