- SOURCES SOUGHT SYNOPSIS (Request for Interested Manufacturers) FROM: Rhonda L. Hurst/411th SCMS/GULAB TO : DLA Aviation Procurement Operations at Warner Robins (SPRWA1) LOCATION : Robins AFB, GA 31098-1813 SUBJECT : Market Research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the NSN 5998-01-660-1710GC, NOUN: System Electronics Unit (SEU), P/N: 3201-0101-03-02. ITEM DESCRIPTION : The SEU is on the Improved Altitude Hold and Hover Stabilization System (IAHHS) and provides electrical interfaces to various systems and sensors including: Doppler velocities via ARINC 575 from the Control Display Unit (CDU); Three axis accelerometer; Gyro and Barometric Altitude via the Air Data Transducer (ADT). The SEU also provides an interface to MIL-STD-1553B data buses to gain access to the high speed, high accuracy information available on the Enhanced Navigation System (ENS) bus. The IAHHS provides collective trim capability during non-AHHS flight power and control via the SEU. IMPEDIMENT TO COMPETITION : The original equipment manufacturer (OEM) of this item is the DRS Intelligence, Communications and Avionics Solutions (ICAS), LLC, Cage Code 0CDN3. The Government does not own any data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, DRS ICAS is the only known source with adequate knowledge of the System Electronics Unit (SEU) performance requirements and possession of the required technical data and capabilities needed to produce this item and ensure compatibility of the equipment. INTEREST : The DLA/AWB Contracting Officer intends to award a sole source contract to DRS ICAS for the manufacture of the SEU in support of the HH-60 helicopter program. Other interested parties may identify their interest and capability to respond to the requirement no later than 9 August 2019 to the Procurement Contracting Officer (PCO). The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
