- The Army Contracting Command - Aberdeen Proving Ground (ACC-APG) Belvoir is seeking sources on behalf of the Combat Capabilities Development Command (CCDC); Command, Control, Communication, Computers, Cyber, Surveillance and Reconnaissance (C5ISR) Center; Night Vision and Electronic Sensors Directorate (NVESD) that have the ability to repair, maintain, operate, and modify the Spectral Exploitation Camera for Targeting and Reconnaissance (SPECTRE) airborne Very Near Infrared (VNIR), Short Wave Infrared (SWIR), and Long Wave Infrared (LWIR) hyperspectral system. SPECTRE is an airborne Very Near Infrared (VNIR), Short Wave Infrared (SWIR), and Long Wave Infrared (LWIR) hyperspectral system. It is designed specifically for operation on the General Atomics Gray Eagle (MQ-1C) and the Bombardier DHC-8 aircraft. It contains a Wavefront Research, Inc., XVL-210 full-spectrum imaging spectrometer mounted inside a roll tube, which is used to scan the ground. The hyperspectral data is georeferenced using on-board Global Positioning System (GPS) and Inertial Measurement Unit (IMU) navigation sensors, calibrated against on-board reference standards, and utilizes an on-board Real Time Image Processor (RTIP) for target detection and identification. It is completely encapsulated in a General Atomics Standard carbon fiber Payload Interface Design and Integration (SPIDI) pod. It weighs approximately 250 lbs. and consumes less than 2000 Watts of power. The Government has drawings and source code to assist with sustaining the system, however the data is neither complete nor validated. In the event of a sustainment contract, the drawings and source code will be provided as Government Furnished Information, however it will not be released for this sources sought posting. The SPECTRE system will be used for technology development, demonstrations, and experiments. Currently, only one SPECTRE has been produced. Usage of the sensor will be on an as needed, intermittent basis (not continuous). NVESD is interested in obtaining White Papers, not exceeding 5 pages in length describing the Contractor's skills, experience, knowledge, and capability required to repair, maintain, and modify the SPECTRE hyperspectral sensor system over a five year period. In addition, the White Paper will describe the Contractor's facilities used to repair and maintain electro-optic sensors.
