Description
This is a Sources Sought Announcement. The Bureau of Reclamation, Mid-Pacific Region, is seeking 8(a) Small Business, HUBZone Small Business, Women Owned Small Business, and Service-Disabled Veteran-Owned Small Business, and Small Business concerns that may be interested in providing the services as described below. The contractor will complete the in-progress Feasibility Report (FR) and Environmental Impact Statement (EIS) for the ongoing Upper San Joaquin River Basin Storage Investigation (USJRBSI). Federal authorization for the feasibility study was enacted in Public Law 108-3 in 2003 and re-affirmed in 2004 with the CALFED Bay-Delta Authorization Act (PL 108-361). The United States Department of the Interior, Bureau of Reclamation (Reclamation) is the lead Federal agency for preparing the FR and associated EIS, pursuant to the National Environmental Policy Act (NEPA). The tasks are consistent with requirements necessary for the Secretary of the Interior to provide a finding of feasibility and recommendation to the U.S. Congress consistent with the Water Infrastructure Improvements for the Nations Act (P.L. 114-322). The contract will include the following tasks: Task 1 ¿ Final Feasibility Report Complete the necessary work to add Alternative 6, the locally-preferred plan, and finalize the USJRBSI Final Feasibility Report. Subtask 1.1 ¿ Update Water Supply and Economic Modeling The contractor will update the ongoing water supply and economic modeling efforts for the Alternative 6 operational scenario based on feedback from Reclamation ¿s technical team and will edit the September 2019 Revised Administrative Final Feasibility Report to reflect the updated results. The contractor will update existing models and analyses in the study pursuant to Reclamation reviewers ¿ feedback including the Gaming Tool, Routing Tool, Daily Model, CalSim, EDT, reservoir and river temperature modeling, Temperature Threshold Analyses, Floodplain Inundation Analysis, SWAP, SCRB Analysis, and CVHM or Schmidt Tool. This work includes any necessary revisions to Alternatives 1 through 5. The contractor must demonstrate prior experience using all models in a similar project. Subtask 1.2 ¿ Feasibility Report Comment Tracking and Version Control The Final Feasibility report will go through various levels of review within Reclamation. The contractor will track comments, responses to comments, and update the report using track changes after each level of review. The contractor will provide the comments, responses to comments, and updated document showing track changes to Reclamation ¿s Project Manager after each level of review. Anticipated drafts of the Final Feasibility Report include Administrative Final FR (review by Reclamation and Cost-Share Partner), Regional Director ¿s Final FR, Commissioner ¿s Final FR, Secretary ¿s Final Feasibility Report, OMB Final FR, and Public Final FR. Subtask 1.3 ¿ (Option) Stakeholder Coordination Under the direction of Reclamation, the contractor will set up meetings with the cost-share partner as needed to discuss Alternative 6 and provide electronic copies of the meeting notes for review. Task 2 ¿ Supplement to the Draft EIS Develop a Supplement to the Draft EIS (Supplement) to analyze the effects of Alternative 6, the locally preferred plan. The additional alternative shall be analyzed to the same level as Alternatives 1 through 5 included in the Draft EIS. The contractor will track reviewer comments, responses to comments, and provide edits to the document in track changes. Task 2.1 ¿ 45-Day Public Comment Period The Supplement will be released to the public for a 45-day comment period. The contractor will track comments, responses to comments, and provide edits to the Supplement in track changes after the comment period closes. Task 3 ¿ Administrative Final EIS Incorporate Alternative 6 into the Administrative Final EIS per direction from Mid-Pacific Region ¿s Environmental Affairs Office (MP-150). Incorporate any necessary revisions to the Administrative Final EIS based on previously compiled public comments from the release of the Draft EIS in September 2014. Update the Administrative Final EIS based on comments received from the Mid-Pacific Regional Office staff, United States Bureau of Reclamation Commissioner ¿s Office, and Secretary of Interior ¿s Office. The contractor will track comments, responses to comments, and provide edits to the report in track changes after each level of review. This task is complete when the Administrative Final EIS is submitted to OMB. Task 3.1 ¿ (Option) Final EIS This task covers updating the Administrative Final EIS to incorporate any comments from OMB. The contractor will track comments, responses to comments, and provide edits to the report in track changes after editing the document. Task 4 - Study Management, Support and Coordination The Contractor shall support Reclamation ¿s Project Manager by following the USJRBSI project schedule (to be provided by Reclamation in MS Project). The contractor will notify Reclamation ¿s Project Manager when any adjustments/modifications to study scope, tasks, and schedules should be considered. The Project Manager may ask the contractor to update the project schedule in MS Project. The Contractor shall be responsible for participating in weekly (or as requested by the PM) 1-hour teleconferences or in-person meetings with the Reclamation PM to discuss project progress, critical path items, and potential problems/solutions to maintain the critical path. The Contractor will also be responsible for attending a 1-hour meeting with the Project Development Team (PDT) every other week. The Contractor shall be responsible for preparing agendas and taking notes at all PDT and PM meetings and submitting meeting minutes within one-week after the meeting date. The Contractor shall, at the time of submitting invoices, provide to the Reclamation Project Manager progress reports presenting accomplishments, deliverables submitted, work to be accomplished during the next reporting period, critical path items, and potential problems/solutions to maintain the critical path by the end of each month throughout the performance period. The progress report shall present the technical, budget, and schedule status for all active tasks. The progress report shall include for each task the percentage of the task completed and the percentage of the task budget expended. If there is no invoice submitted during the month, the contractor must provide the progress report before the last day of the month. Task 4.1- Data Management All data collected and created for this contract are a required deliverable of this contract and will become the property of the Federal Government, and not of the Contractor. A condition of final payment on this project shall include the delivery of all related data. Spatial data shall be delivered in an ESRI shapefile or ESRI file geodatabase where applicable and documented with metadata that comply with the International Standards Organization 19115 standard. Input and output data from all models shall be delivered in a machine-readable format selected by the contractor with concurrence from Reclamation. Modeling efforts shall be documented in accordance with a metadata template that shall be provided by Reclamation. All modeling files necessary to execute the model are also required deliverables of this contract, unless the use of a proprietary model is disclosed in the Contractor ¿s proposal and agreed to by Reclamation. Task 4.2 ¿ Project Closeout The Contractor shall maintain a project file that documents the process of developing the FR, EIS, and other related appendices. This shall include meeting memos, reports, modeling efforts (as outlined in Task 4.1) and other technical and reference documents. Upon completion of the Final FR and Final EIS, or as otherwise requested by the PM, the Contractor shall provide Reclamation with a complete set of the project file. The project file shall include electronic copies of all documents referenced in the FR and EIS. All electronic copies must comply with Section 508 of the Rehabilitation Act as amended in 1998, which requires all electronic documents to be accessible to people with disabilities. Based upon responses to this announcement, the Government may determine to set this acquisition aside or proceed with an unrestricted solicitation. The applicable North American Industry Classification System (NAICS) Code is 541620 and the related small business size standard is $15M. This notice is not a request for proposals/quotations and the information presented in this announcement will not obligate the Bureau of Reclamation in any manner. Interested parties should include the following information in their response: Business name, address, cage code, size classification based on NAICS size standard, socioeconomic classification (i.e. HUBZone and/or 8(a)), and a point of contact including name, title, phone number, and email address. Interested parties should provide a description of any prior experience working on large water infrastructure projects in California which demonstrate a familiarity with operations of the Central Valley Project, especially the Friant Division. Include a description of prior experience using the models outlined in subtask 1.1.
