Description
This is Sources Sought announcement only this is not a Request for Quote. The purpose of this notice is to conduct market research and obtain information from qualified SDVOSB or VOSB vendors with special interest. No solicitation is being issued at this time. This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. All responses must be received by Monday, August 5, 2019 by 4:00PM (EST) to the point of contact listed below. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The U.S. Department of Veterans Affairs, Network Contracting Office 2, and the VA Western New York Healthcare System in Canandaigua, NY anticipate a purchase order for the following item: Items: New Electronic Key System for the Canandaigua VA Medical Center The appropriate NAICS Code is 339114. Interested vendors are reminded that in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.11 required registration in the System for Award Management (SAM) database prior to award of a contract. A formal RFQ may be issued upon receipt of information pertaining to this Sources Sought Notice. If you are capable of providing the required item, please send your responses via email NLT Monday, August 5, 2019 by 4:00PM (EST), to Sam DeMuzio, Contracting Officer, at sam.demuzio@va.gov. Responses to this notice shall include the following: (a) company name, (b) address, (c) socio-economic status, (d) point of contact, (e) phone, fax, and email, (f) DUNS number, (g) Cage Code, (h) Tax ID Number, and must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor and provide the commodities described below. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. Notice to Potential Offerors: All Offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM located on the web at www.sam.gov). It is desirable that any Offeror to have completed their business Online Representations and Certifications Application (ORCA). Additionally, all Service Disabled Veteran Owned Small Businesses or Veteran Owned Small Businesses who respond to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov. Requests for information and resultant responses shall be submitted directly to the contracting officer, Sam DeMuzio at sam.demuzio@va.gov. NO TELEPHONE CALLS WILL BE ACCEPTED. PURPOSE. New Electronic Key System for the Canandaigua VA Medical Center Canandaigua VAMC 400 Ft Hill Avenue Canandaigua NY 14424 2. PROJECT SCOPE: A. The new access control system shall feature a direct replacement core to the existing lock sets for all doors included in the project. The contractor is solely responsible for ensuring that all doors included in the project are upgraded to the new access control system. The cores shall have the following capabilities: 1. Immediate retrofit into existing lock hardware. 2. Each core shall have a unique ID that cannot be changed or duplicated. 3. Each core shall have a max capacity of 2,500 access events, including both authorized openings and denied attempts. 4. Cores shall be completely wireless and shall not require an internal battery or other means of power to operate. B. The new key system shall be a single, wireless, electronic, programmable key system that is 100% compatible with the new core. The new key system shall not utilize blue tooth technology. The key shall have a field replaceable battery or a rechargeable battery with rapid USB charger and programmable via computer system that is provided by the contractor. 1. Each key shall be unique, it cannot be changed or duplicated. 2. All access codes shall be encrypted. 3. Each key shall have a memory capable of storing a minimum of 4,000 events. C. The contractor shall be solely responsible for ensuring that all doors included in the buildings noted below are re-cored with this new system. The government provides a minimum number of doors expected; however the contractor shall field verify the exact amount of doors necessary. D. The contractor shall supply 1000 access keys and 5% extra spare cores for maintenance repairs. All keys supplied will have 2 batteries each. E. The contractor shall supply a minimum of four (4) core remover keys for the new core system. Specific Tasks. The contractor shall supply cores for the following locations. Ancillary install of the cores shall also be required for these locations. A. Building 4: 170 doors, 3 floors B. Building 5: 65 doors, 3 floors C. Building 10: 20 doors, 2 floors D. Building 11: 3 doors, 1 floor E. Building 12: 10 doors, 1 floor F. Building 36: 80 doors, 2 floors G. Building 118: 60 doors, 1 floor H. Building 3: 145 doors, 3 floors I. Building 7: 90 doors, 3 floors J. Building 8: 90 doors, 3 Floors K. Building 6: 50 doors, 1 floor L. Building 20: 20 doors, 2 Floors M. Building 201: 5 doors, 1 floor N. Building 35: 20 doors, 1 floor After contract award, the contractor shall submit an installation and roll out plan for COR review and approval. The COR shall determine the order of install for the buildings, it will not be installed in the order listed above. Patient rooms on CLC s shall not receive new cores. Access Control Program A. The contractor shall provide a fully operational laptop with programming installed in order to operate and maintain the locking system. The laptop shall be the property of the Canandaigua VAMC Locksmith and shall be capable of accessing the network from any location on campus. B. The contractor shall install in each building, one on each floor, an access control programming key pad. The key pad shall be interconnected with the access control computer program, to maintain the access events. The contractor shall be responsible for all costs associated with the installation of this device; including all wiring, mounting, and programming. The location of this keypad shall be in the elevator lobby or a location determined by the COR if elevator is not present. The keypads shall be wired to each building s IT closet where it shall be connected to the VA Network by the contractor. The contractor is required to make this system fully operational, which includes any and all parts and accessories i.e. key port, hub, router, ethernet cabling. C. The system shall communicate via the VA internal network and required to be on a dedicated VLAN. The contractor shall be required to submit a completed VA Directive 6550: PRE-PROCUREMENT ASSESSMENT FOR MEDICAL DEVICE/SYSTEMS with their proposal in order to be considered acceptable for this project. D. The keys shall be required to be connected to the keypad at an interval that can be programmed from a minimum of no more than 7days to a maximum of no less than 365 days for data logging and security upgrades.
