Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD-19-167 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2019-03. The North American Industry Classification (NAICS) Code is 541990 and the business size standard is $15m. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intend to procure on a sole source basis with The University of Bristol, School of Social and Community Medicine - Oakfield House, Oakfield Grove, Bristol, BS8 2BN on two collaborative projects/studies. These studies are an extension of a collaboration between the National Institutes of Alcohol Abuse and Alcoholism (NIAAA) and The Neurodevelopmental Group within the Centre for Child and Adolescent Health, University of Bristol, UK. The work to be carried out by the Neurodevelopmental Group is expected to cover one full calendar year and the work is to be performed at the University of Bristol site. Both projects will utilize data from the Avon Longitudinal Study of Parents and Children cohort of approximately 14,500 pregnancies originally enrolled, genetic characterizations and longitudinal follow-up data on the offspring. In these projects, the Neurodevelopmental Group will provide approximately 1000 hours of statistical work to support a doctoral level University of Bristol Staff Statistician, at approximately 25% for two years to facilitate these tasks. Tasks to include project management including access to the ALSPAC dataset, supervision or delegation of statistical work, manuscript preparation and consultation and other services including travel. The statistical work to be carried out will examine two projects Project One, Dietary Predictors of Adolescent Risk-Taking Behaviours will examine effects of childhood and early adolescent dietary patterns, specific food that comprise the dietary patterns, including meat and fish and potentially confounding social and economic variables and genomic variations in ALSPAC offspring on adolescent risk-taking behaviours. Project Two, Dietary Predictors of Adolescent Affiliative Behaviours will examine effects of childhood and early adolescent dietary patterns, specific food that comprise the dietary patterns, including meat and fish and potentially confounding social and economic variables and genomic variations in ALSPAC offspring on adolescent risk taking behaviour of affiliative behavior including positive cohesion and social interactive behaviours at age 16. In both projects. Impacts of dietary factors on relevant genetic variants and epigenetic modifications of relevant neurotransmitter systems will be examined. For both projects, these data are linked to the fatty acid compositional data from umbilical cord and serum from age seven which has been provided by the NIAAA and to trace metal analyses provided through a prior collaborative arrangement. The NIAAA has been collaborating with this group for several years to develop this dataset. No other cohort dataset exists which contains these data necessary to address these scientific questions, thus they are unique and sole source of these data. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302. Only one responsible source and no other supplies or services will satisfy agency requirements.
