- Description
- The Government is requesting sources to lease approximately 200,000 net usable square feet of building space, in McAllen, TX and surrounding area, as designated in the delineated area map attached to this notice. This site will be used for Institutional purposes and should be zoned as such or permitted by conditional use as such by the local zoning board prior to occupancy. The Government reserves the right to reject buildings based on the agency's security requirements. Maximum SF (ABOA): 200,000 ABOA SF Space Type: Institutional, or warehouse/special purpose/commercial that could be zoned as such. Preferred Site Option: 200,000 SF on one site 8-10 acres including ware yard (existing facility with modifications or new construction) with a minimum 2,000 person capacity. Alternate Site Option: 100,000 SF on 2 separate sites of 4-5 acres each including ware yard (existing facility with modifications or new construction) with a minimum 1,000 person capacity per site. Parking spaces (total): 300 minimum Additional Parking Space Requirements: Space for (8) oversized truck/trailers and (4) 60 passenger buses. Full Term: 1-10 years, with termination rights after year 1. Firm Term: 1 year State: Texas City: McAllen and surrounding delineated area. The delineated area must have ease of access to major highways). Delineated Northern Boundary: Northern Hidalgo County-Faysville area. Delineated Southern Boundary: Southern Boundary of the U.S. along the Rio Grande River. Delineated Eastern Boundary: Weslaco City area. Delineated Western Boundary: Western Boundary of Hidalgo County, area of La Joya. The Government desires the leased premises to be available for occupancy as soon as possible at full operational capacity. The tenant shall have the right to use the space 24 hours a day, seven days a week including Saturdays, Sundays, and Federal holidays. This includes the use of elevators, lights, toilet and shower facilities, and heating and air conditioning. 1. The sources to lease should include the following: A. General lease terms and conditions with fixed rental rate for the entire lease term. B. Statement indicating whether or not the property is in a 100-year flood plain. C. A copy of the deed with legal description of the property. D. Date in which the property will be available for lease by the Government. 2. Location: Space within the delineated area (Enclosure 1) or on either side of the roads/boundaries will be considered. 3. General Design: All exteriors with suitable force protection standards will be considered. Open space buffer acreage preferred. Floor covering of tile or concrete is preferred. 4. Communications: All computer and telephone communications wiring, including security features, are to be part of the Lessor's tenant improvements build-out. Building control locks required with badge access. 5. Services: All maintenance and building repairs as needed, including emergency repairs shall be provided by the Lessor on a 24/7 hour basis, including weekends and Holidays. A full service lease, with all expenses to be paid by Lessor, including taxes and insurance is preferred. 6. General Space, Building and Site: The offered Building and/or property must have the following features upon occupancy: A. The subject Shell (base building) must be capable of meeting the minimum requirements of the lease. B. The interior space of the structure shall be (100%) one hundred percent serviced by heating ventilation and air conditioning (HVAC) and humidity controlled services. C. The Government must be the sole tenant. D. Facility must have a fully operational sprinkler system throughout the entire space (per Lease and National Fire Protection Act - (NFPA) and capable of being modified or upgraded to "Institutional use" (if not currently zoned as such) which shall meet NFPA -101 and all required International Building Codes (IBC) per Lease exhibit, as a part of the TI cost and must meet any and all city or county Fire Protection Life Safety codes. E. The entire leased perimeter around the facility, including the parking area, must be fenced, or capable of being fenced, with a fence height of 12 feet minimum. F. The entire area within the fenced area shall be lit or capable of being lit. G. The facility must be connected to public water and sewer. H. The Lessor will be required to obtain all appropriate zoning changes from current zoning (industrial, commercial, special purpose, etc.) to government institutional use, or other appropriate zoning required by City or County code.
