Description
SOUTH CAMP CABIN COMPLETION Note: A notice of intent to sole source was previously posted under #DOILFBO190016, however, based on the information received in response, the BLM has determined that a competitive acquisition it in the best interest of the Government. The Bureau of Land Management (BLM) intends to award a single, firm-fixed price contract for the completion of work at the South Camp Cabin. The work to be done includes labor, materials, and equipment necessary to complete construction activity for the South Camp Cabin Replacement Project. A contract was previously executed to build a replacement cabin at the South Camp Administrative Site located near the south border of Uintah County in the Book Cliffs. Due to scheduling difficulties and weather related inaccessibility to the site, the project was not able to be completed. A follow up contract is required to finish the project, which consists mostly of interior finish work, including painting and touchup, installation of door frames and doors, installing brick pavers, stove surround, and wood burning stove, tile, flooring, finish plumbing, installation of propane heater, cabinets, appliances, trim, electrical, etc. Original plans and specifications are provided as referenced in the statement of work. This project is located at the BLM South Camp Administrative site, 90 miles south of Vernal, UT. Directions to the project location are attached. The contract period of performance is 60 calendar days from notice to proceed. This project will be 100% set aside for small business vendors under the North American Industrial Classification System (NAICS) code 238390 - Other Building Finishing Contractors with a small business size standard of $15 million, average annual gross receipts for the past three years. A site visit will be held on Tuesday, July 30, 2019 at 1000 MT. Attendance is HIGHLY ENCOURAGED as much of the work is partially complete. Photos are included to provide the best possible information on the current stage of each task, but the burden to finish the work and comply with the requirements ultimately rests with the contractor. Interested vendors will meet at the BLM Vernal Field Office located at 170 South 500 East, Vernal, UT 84078 to observe the Government-furnished items. The site visit will then include a field trip to observe conditions at the project site (approximately 1.5 hours driving). Project site directions and map are attached. Request for Quote (RFQ) under solicitation number 140L5719Q0027, will be posted electronically at www.fedconnect.net on or about July 25, 2019, with solicitation closing date approximately 18 days later. These dates are subject to change. To obtain the solicitation and/or amendments/updates for this project, contractors shall monitor the solicitation at www.fedconnect.net. Interested parties shall periodically check for amendments and other changes to the solicitation documents. In accordance with FAR 36.204, the estimated magnitude of this construction project is between $25,000 and $100,000. Payment bonds are required for awards exceeding $30,000.
