- This proposed Invitation for Bids (IFB) is made using the procedures of Federal Acquisition Regulation (FAR) Part 14, Sealed Bidding. The National Park Service (NPS), Northeast Region (NER), New England Major Acquisition Buying Office (NE-MABO), will evaluate bids in response to this proposed solicitation, without discussions, and contemplates awarding a contract to the responsible bidder whose bid, conforming to the solicitation, will be most advantageous to the Government, considering only price and the price-related factors specified elsewhere in the solicitation. Award is restricted to total small businesses in accordance Federal Acquisition Regulation (FAR) 6.203 -- Full and Open Competition After Exclusion of Sources, Set-Asides for Small Business Concerns. The IFB will be set-aside for 100% for Small Businesses under NAICS Code: 237310, Highway, Street, and Bridge Construction, with a SBA size standard of $36.5 million. Note: Performance of Work by Contractor - DOI Local Clause Limitations on Subcontracting (DEVIATION 2019-01) applies. Based on the selected NAICS code, the Contracting Officer considers the work as General Construction, and as such, the Prime contractor will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85 percent subcontract amount that cannot be exceeded. Base Price - Firm-Fixed-Price lump sum. This project will improve safety and universal accessibility in the Charlestown Navy Yard by: replacing a deteriorated asphalt walkway that connects from First Avenue to Second Avenue with a new ADA compliant walkway;, adding a raised crosswalk on Second Avenue to provide an ADA compliant street crossing from this new walkway to the sidewalk on the other side of Second Avenue; adding ADA compliant curb cuts; and replacing deteriorated pavement in numerous areas throughout the yard. The NPS considers the magnitude of this requirement to be between $250,000 and $500,000. Project Location: Charlestown Navy Yard, Boston National Historical Park, Charlestown, MA. Contract performance shall be completed no later than 11/30/2019. Wage Determination MA20190024 applies and is attached hereto. Information on conducting a site-visit is found in FAR clause 52.236-27, Site Visit, herein. See the Project Specifications section, attached hereto, entitled "Temporary Facilities and Controls" for information concerning any facilities, such as utilities, office space, and warehouse space, to be furnished during construction. There is no planned Prebid conference. See Special Instruction #1 through Special Instruction #5 for provisions concerning delivery of bids, bid package contents, and award.
