- ADA RAMP INSTALLATION INTRODUCTION This is a solicitation for competitive proposals for a construction project prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 36, as supplemented with additional information included in this notice. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-03, effective 12 July. The applicable North American Industry Classification System (NAICS) code is 238990, entitled "All Other Specialty Trade Contractors." The associated small business size standard is $15.0M in average (three year moving average) annual revenue. This immediate acquisition is set aside for participation by small business concerns (total small business set-aside); there is no incumbent small business contractor. The Estimated Magnitude of Construction is between $25,000 and $100,000. SPECIFICATION The Department of Interior, US Geological Survey - Western Fisheries Research Center in Seattle, WA, requires the installation of and ADA-compliant ramp as described in the attached Statement of Work. DELIVERY REQUIREMENT Proposals shall only be accepted through electronic mail addressed to the Contracting Officer at capplegate@usgs.gov. In addition to a quote, references for two or three recent projects must be submitted. Any questions regarding this requirement must be sent directly to capplegate@usgs.gov by 08/12/2019; all proposal documents required by this solicitation will be accepted via e-mail at capplegate@usgs.gov and must be received in their entirety no later than 08/15/2019 at 1700 PT. Proposals submitted by hardcopy or the FedConnect web portal or FedConnect Message Center shall not be accepted or considered. There will be a site visit on 08/07/2019, 1000 PT. Attendance is not required but strongly encouraged. Please RSVP to the Contracting Officer at applegate@usgs.gov. The Construction Wage Requirements Statute (prevailing wage, formerly Davis-Bacon Act) will apply. A performance bond will not be required. As per FAR 28.102-1(b)(1), either a payment bond or an irrevocable letter of credit will be required.
