VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: 36C262-19-AP-3400 Contracting Activity: Department of Veterans Affairs, VISN 12, Great Lakes Acquisition Center for the Clement J. Zablocki VA Medical Center, 5000 West National Avenue, Milwaukee, Wisconsin 53295, Research & Development Department. PR No. 695-19-3-9107-0044. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Milwaukee VAMC requires the Bioseb Foot Misplacement Apparatus, which includes computer hardware and software. Animals with spinal cord injury have limited use of their hind limbs. Research can assess the extent of the spinal cord injury by having animals perform certain activities. A commonly performed activity is the ladder walk. Healthy animals will hold onto every rung of a ladder, while injured ones will have foot slips. These mistakes can be quantified. The device is a foot misplacement apparatus with software for automatic assessment of mistakes, which makes this a more objective measure. The VA will use the apparatus to analyze differences in recovery between different treatment groups or genetically different animals. The estimated amount is $27,990.00. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: This equipment is specifically designed for the type of research being conducted in the VA lab. The requested equipment is solely manufactured by Bioseb. Dr. Antje Kroner-Milsch requires the Bioseb apparatus to continue the research on spinal cord injury. According to Dr. Kroner-Milsch, the research will be severely compromised and delayed if the VA does not purchase this specific foot misplacement apparatus. The Bioseb apparatus has the following salient characteristics: Fully automatic and operator-independent; Has an aversive starting box with cold white blinking light; Two sets of 77 infrared sensors to provide accurate detection of slips; Able to differentiate between fore and hind paws; VHAPM Part 813.106 Page 1 of 2 Original Date: 08/30/17 Revision 01 Eff Date: 04/23/2018 VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT The space between the rungs can be adjusted to increase the difficulty, and one or more bars can be removed to create traps; and A corridor, video setup and computer with detection software. The other manufacturer s device does not offer computer software and requires manual use, which would delay and decrease the accuracy of the research. Description of market research conducted and results or statement why it was not conducted: Market Research found companies that supply lab equipment for animal testing; however, only two companies manufacture a foot misplacement device as described by the end user. These two companies are Bioseb and Columbus Instruments. Bioseb is the only company that integrates computer software with its foot displacement device. Bioseb is also the sole distributor of its own products. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b).
