Description
Logistical Services to Support the Burning Man Festival 1. This sources sought is being published, for market research purposes only, to identify potential sources capable of supporting the Department of Interior (DOI), Bureau of Land Management (BLM) requirement to provide logistical services to support the Burning Man Festival. BLM will be hosting a site visit; the details of that site visit are listed in section six (6) below. Burning Man is an annual event in the western United States at Black Rock City. This event is a temporary metropolis erected in the Black Rock Desert of northwest Nevada, approximately 100 miles north-northwest of Reno, dedicated to art and community. The late summer event is an experiment in community and art influenced by ten main principles: radical inclusion, radical self-reliance, radical self-expression, communal effort, civic responsibility, gifting, decommodification, participation, immediacy and leave no trace. The event takes its name from its culmination, the symbolic ritual of burning of a large wooden effigy that traditionally occurs on the Saturday evening of the event. 2. This is only a Sources Sought Synopsis and is not a Request for Proposal (RFP). A solicitation is not being issued at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. Responses to this sources sought synopsis will be used for a market survey analysis to determine interested parties and if the contemplated acquisition will be conducted under full and open competition, total small business set-aside or an additional socio-economic subcategory. Respondents shall indicate in their responses whether they qualify under NAICS Code 236220 with a size standard of $36.5M as a small business concern. If you are a small business, and if the Government were to set this acquisition aside for small business, you would be required to comply with Federal Acquisition Regulation 52.219-Limitations on Subcontracting, which means that small business contractors must perform at least 50% of the requirement. 3. Any information provided by industry to the Government as a result of this sources sought synopsis is strictly voluntary. Responses will not be returned. No entitlements to payment of direct or indirect cost or charges to the Government will arise as a result of contractor submission of responses or the Government's use of such information. The information obtained from industry responses to this notice may be used in the development of an acquisition strategy and future RFP. 4. The Government is contemplating a period of performance for this contract of one (1) base period of 1-year and four (4) option periods of 1-year each, which may be exercised at the discretion of the Government. The estimated contract start date is in the beginning of 2020. The potential acquisition type is Firm Fixed Price single award. 5. The BLM is affording interested parties a site visit on Thursday, August 22, 2019 (and possibly on Friday, August 23, 2019 depending on whether there is a need for additional information to be provided on a second day). Specific details, to include location and time, will be provided by BLM to those interested parties. Parties interested in attending this site visit must provide company name and participant names via email to both tcoffenberry@blm.gov and mhutchison@blm.gov no later than Wednesday, August 9, 2019. The email request shall include in the subject line: 140L0619R0049, BURNING MAN FESTIVAL SITE VISIT REQUEST. 7. Again, any information submitted by respondents to this source sought synopsis is strictly voluntary. NOTE: The attached Statement of Work is a "DRAFT" version, if a solicitation is issued the Offeror will be responsible to review the FINAL SOW prior to proposal submission. It is offerors' responsibility to ensure any revisions are understood. Additional information, as it becomes available, will be posted as well as amendments to this announcement and will be available for viewing on FedConnect at http://www.fedconnect.net and/or FedBizOpps (FBO) at http://www.fbo.gov. It is the responsibility of the interested parties to review the sites frequently for any updates/amendments to documents. All potential offerors are reminded, in accordance with Federal Acquisition Regulations (FAR) 52.204-7 -- System for Award Management (SAM) registration is required prior to award of any contract. Lack of registration in SAM will make an offeror ineligible for contract award.
