- SJCP CHAMA OFFICE SHOP LIGHTING THIS IS A PRE-SOLICITATION NOTICE TENTATIVE DATE FOR ISSUANCE OF THE SOLICITATION: August 2019 The U.S. Bureau of Reclamation, Upper Colorado Region, Chama Field Division (New Mexico) intends to issue solicitation 140R4019R0022 to solicit proposals for a Firm-Fixed Price construction contract to acquire contractor services to reduce energy usage by removing current fluorescent lighting and replacing with Light-Emitting Diode (LED) lighting in the shop. The shop floor is ±3,600 square feet and currently has thirteen (13) fluorescent light fixtures. The Government expects that nineteen (19) LED light fixtures will provide improved and better light coverage throughout the shop. The Reclamation's facility is located at 193 North Pinon Drive, Chama, New Mexico 87520 in Arriba County at Latitude 35 º 55' 01.4" and Longitude 106 º 34' 41.6". Chama, New Mexico is approximately 106 miles from Santa Fe, New Mexico, 111 miles from Farmington, New Mexico, or 50 miles from Pagosa Springs, Colorado. Reclamation's standard business hours are Monday through Friday from 0730 AM to 4:00 PM MST except Federal Holidays. Magnitude of Construction in accordance with FAR 36.204: Between $25,000 and $100,000. This project will be procured as a 100% Small Business set-aside solicitation under North American Industry Classification System (NAICS) Code 238210 with a small business size standard of $15.0M. The Product Service Codes for this requirement is N062 - Installation of Equipment- Lighting Fixtures and Lamps. The contract period of performance will be for 90 days after Notice to proceed. This solicitation will be procured as a Request for Proposals (RFP) in accordance with FAR Part 13, 15, and 36 procedures with Lowest Price Technically Acceptable evaluation criteria. SITE VISIT: An organized site visit will be scheduled at a later date that will be specified in the solicitation. NOTICE TO OFFEROR(S): Subject to availability of funds. No award will be made until funds are available. The government reserves the right to cancel the solicitation, either before or after the closing date. In the event the government cancels the solicitation; the government has no obligation to reimburse an offeror for any costs. All relevant solicitation documents including specifications and drawings will be made available for download exclusively from the internet by accessing the FedConnect website at https://www.fedconnect.net/. Paper copies WILL NOT be available. Once logged into the Fedconnect web-site, change the search criteria to Reference number and type in the Solicitation Number "140R4019R0022" in the field. Prospective offerors must obtain a DUNS number and register on the System for Award Management (SAM) website at http://www.sam.gov to do business with the government. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to all documents (i.e., issued amendments, changes to the Statement of Work, etc.); and verifying the number of amendments issued prior to the due date for proposals. This is a synopsis and does not obligate the government to award; the government reserves the right to withdraw the synopsis and any forthcoming solicitation without due compensation to potential offerors.
