- ***MARKET SURVEY***** 1. Introduction/Purpose: The Federal Aviation Administration (FAA) William J. Hughes Technical Center (WJHTC) Airport Technology Research and Development (ATRD) reviews, categorizes, and analyzes accidents and incidents on and in the vicinity of airports to identify airport causal factors that may contribute to these events. We maintain the Airport Safety Database that is comprised of data from five sources: the Aviation Safety Reporting System (ASRS), National Transportation Safety Board (NTSB) investigation reports, FAA Runway Safety Office Runway Incursion Database (RWS), Pilot Deviation System (PDS), and Vehicle/Pedestrian Deviation System (VPDS). The ultimate goal is to determine and recommend actions that prevent or mitigate incidents and accidents in advance of their occurrence. The WJHTC is conducting this market survey to improve its understanding of the current marketplace and to identify capable sources who can provide additional data for further analysis. The period of performance is anticipated to be a one-time delivery of the required data. 2. Incumbent Contractor: No incumbent. This is a new requirement. 3. Nature of Competition: The acquisition strategy for the procurement has not been finalized. The determination for the level of competition will be based on the results of this market survey. 4. Standard Language: (a) This is not a Screening Information Request or Request for Proposals of any kind; (b) The FAA is not seeking or accepting unsolicited proposals; (c) The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; and (d) Any costs associated with the market survey submittals are solely at the interested vendor ™s expense. 5. North American Industry Classification System (NAICS) Code: The projected NAICS code for this requirement is 541715 “ Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology) with an applicable size standard of 1,000 employees. (subject to change) 6. Submittal Requirements for Market Survey: Interested companies are required to submit a summary of their available data meeting the FAA ™s requirement as described below. This statement should not exceed two (2) pages in length. 7. Delivery of Submittals: Interested companies must submit their response to this market survey electronically to karen.mercer@faa.gov by no later than 5 PM (EDT) on 8/5/2019. All questions regarding this market survey must be submitted via email to karen.mercer@faa.gov. 8. Other: Any confidential or proprietary information submitted in response to this announcement must be marked accordingly by the vendor. Such information will not be disclosed outside of the acquisition team. REQUIREMENT: The FAA is planning to assess the value of Data Mining as a method for assessing aircraft braking friction generated during landings. Data Mining will utilize a clustering analysis approach to identify indicators and predictors of degraded braking conditions during aircraft landings. The objective of the analysis will be to identify clusters and branches of relationships between aircraft data and external contributing factors (i.e. weather and runway condition data) to predict braking performance. The FAA will obtain FICON data to include in the data analysis. The data analysis will enable development of a machine learning model for extracting relationships between contributing factors and resulting degraded braking performance. In order to effectively accomplish Data Mining, the FAA requires access to a large volume of aircraft landing data and the associated external contributing factors. Data to be supplied to the FAA must include a combination of raw aircraft data, processed aircraft data, and associated external weather related data. Raw aircraft data must include the following: aircraft type, gross weight, flap position, touchdown ground speed, landing time (time zone), ICAO Airport Designator, and Runway of Landing. Processed aircraft data must include inferred braking friction calculated from aircraft raw data for each third of the landing. External weather data must include the following: precipitation type, precipitation intensity, air temperature, air pressure, humidity, pressure altitude, wind speed, and wind direction. Data requirements must include providing data associated with landings of global airline carriers for a two year period from July 1, 2017 to June 30, 2019. The data must include a large volume of landings of global airline carriers over the two year period. This must include landing data generated from global airline carriers experiencing normal braking conditions and degraded (friction limited) braking conditions. Data must be supplied in spreadsheet format, as practical. The contractor must perform any format transformations of data to make it usable to the FAA for analysis.
