Description
The Department of Veterans Affairs (VA), Financial Services Center (VA-FSC), Technology Acquisition Center (TAC), located at 23 Christopher Way, Eatontown, New Jersey, intends to issue a modification to modification to firm-fixed price (FFP) contract number VA118-17-C-2307, with Vertical Design, LLC (Vertical) pursuant to Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive quotes or proposals. However, in accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The primary North American Industry Classification System (NAICS) is 541512 and size standard is $27.5M. Contract VA118-17-C-2307 is being modified to provide additional work required to support NCPTSD s critical role in creating training and educational products to support evidence-based care of Veterans with Posttraumatic Stress Disorder (PTSD) and related problems. The following additional work is required for Option Period 2: porting two existing applications, PortSTAIR and VetChange 2.0, from Android mobile Operating Systems (OS) to Apple OS (iOS); development of one new research version mobile application, Therapy Tools, for both Android and iOS; and major upgrades to mobile applications Cognitive Processing Therapy (CPT) Coach, Safety Plan, and Prolonged Exposure (PE) Companion for both Android and iOS. CPT Coach will receive design updates and additional features to bring it in line with current application framework. Safety Plan will be updated to allow Veteran users to create, edit, and share a full safety plan for managing suicide risk that is consistent with Office of Mental Health and Suicide Prevention clinical guidelines. PE Companion will be upgraded to provide Veteran users with easy and direct access to interactive exposure hierarchies, session recordings, breathing tools, and learn topics, in addition to other upgrades. NCPTSD has continued to engage in collecting formal and informal feedback from VA providers and Veterans on its mobile applications to ensure they are delivery quality service. Recent app store reviews from Veteran and VA users of the PE Coach app particularly (Jan-May 2019) has demonstrated a high level of need for NCPTSD to be responsive to requests for major updates. Furthermore, NCPTSD received requests and concerns during December 2018 from VA mental health providers that are driving the need for updates to the above-mentioned mobile applications. Additionally, recent joint effort research initiatives and changes to mental health protocols has created a need for the modification. During January 2019, NCTPSD was tasked to provide support for a joint Department of Defense and VA project that requires the major upgrades to the Safety Plan as part of the NCPTSD s mobile app portfolio. During February 2019, changes to the CPT protocol requires upgrades to CPT Coach to align with these changes and enable evidence-based treatment. Finally, during January 2019, the Measurement-Based Care initiative was issued which has prompted the need for development of a provider-focused app (Theory Tools). These research initiatives and feedback had emerged after contract VA118-17-C-2307 has been awarded on September 1, 2017, and therefore could not have been anticipated at award. Additionally, Modification P00001, which was for additional work to increase the scope of the contract, awarded on August 17, 2018, and therefore could not have been anticipated at time of modification award. As such, a modification is required to provide these services. These services are critical to continue support of NCPTSD clinical care and research trials, which are essential to providing reliable, high-quality mental health services to Veterans, their families, and health care providers. Any disruption would significantly impact funded research trials which rely on data collection from the SaaS hosted solution. Specifically, it would halt crucial studies in Veteran mental health and result in significant data loss obtained from Veteran participants. A large number of clinical trials for mental health rely on NCPTSD s mobile app portfolio and data collection and disruption would cause catastrophic delays to these studies. Additionally, the following modifications are required for the current services provided under Contract VA118-17-C-2307 to support NCPTSD s growth of its mobile applications portfolio: reduced gift card incentives; increased maintenance support for mobile applications services, and increased SaaS hosting and maintenance services. The period of performance for this modification will align with the 12-month period of performance for Option Period 2, which is September 1, 2019 through August 31, 2020. This notification shall close on August 12, 2019.
