VA Network Contracting Office 23, Black Hills, is issuing this Sources Sought Synopsis to determine the suitability for a Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), or other Small Business set-aside for services to Install and configure Acuo Admin Portal Tool software from Hyland Software, for use across VISN 23, for the VISN 23 area (see Statement of Work below). This is not a request for quotes or proposals and any such submitted in response to this notice will not be evaluated. This build approach was taken because none of the full PACS COTS products met the requirements of VISN 23. The Hyland software is the vendor neutral archive (VNA) application that is used for image archival. The VNA includes 12 servers including both local servers for short term archival and data centers for long term archival. This administrative activity requires troubleshooting and revision of file characteristics to facilitate appropriate routing through the system to the VNA. There is a modular tool in the VNA that VISN 23 has not used previously although it is included in the licensure that VISN 23 has obtained under contract VA263-17-F-1597. This tool is known as the PACS Admin Tool and it is a Graphical User Interface that facilitates the administrative work on image files. VISN 23 desires to start using this tool. Scope of Work: The contractor shall obtain the Acuo Admin Portal Tool software from Hyland Software and install on each of the servers listed above. The contractor shall configure that software for use across VISN 23. All costs associated with travel required to accomplish this work shall be included in the quote. Project Management: The contractor shall assign one project manager for planning and completing the scope of work. The project manager shall schedule a kick-off call to officially initiate the implementation, review the scope of services to be provided, introduce team members, set expectations, and develop a communications plan. The Project Manager shall provide a documented project plan that includes timeline software installation and configuration. The project manager shall ensure the installation does not cause downtime for the imaging department. The project shall schedule no work to be performed by the VA on federal holidays. The project plan shall be provided to the COR within 2 weeks of contract award. This project management plan shall be vetted and coordinated through, as well as approved by the COR. The contractor shall execute the project plan. The contractor shall schedule periodic status update meetings. These meetings will be conducted throughout the period of performance on an as needed basis. Cybersecurity: The contractor shall comply with all security requirements of the VA s Office of Information Technology. The contractor shall request remote VA network access for no more than two individuals beyond any individuals currently with remote VA network access. Those newly onboarded contractors shall log into their VA account at a minimum of every 30 days to maintain access. The Certification and Accreditation requirements found in VHA Handbook 6500.3 do not apply, and a Security Accreditation Package is not required.
