DISCLAIMER: THIS IS NOT A SOLICITATION: No award will be made as a result of this request. This RFI is for informational and planning purposes only; this is not an Invitation for Bid, a Request for Proposal, or Request for Quotation. No solicitation document exists and a formal solicitation may or may not be issued by the Government as a result of the responses to this RFI. The information provided in this RFI is subject to change and is not binding on the Government. The Government will not be liable for payment of any response preparation expenses and is in no way obligated by the information received. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. The information provided may be used by the Army in developing a future acquisition strategy, Performance Work Statement, Statement of Objectives and/or Performance Based Specification(s). Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. If a solicitation is released, it will be synopsized on the Federal Business Opportunities website. It is the responsibility of the potential Offerors to monitor these sites for additional information pertaining to this requirement. NOTE: The use of RFI Number W56KGU-19-R-Radioheads is for tracking purposes only. BACKGROUND/DESCRIPTION: The United States Army, C5ISR Center, is seeking information on Radioheads that are compliant (or have a path to compliance) with the CMOSS and MORA. The Radiohead performs the signal conditioning functions such as power amplification, filtering, RF tuning, and transmit/receive switching. The Radiohead concept also encourages the colocation of both high power amplifier (HPA) for the transmitter and low power amplifier for the receiver in a Radiohead module external to the vehicle with the antenna. CMOSS is defined as a layered suite of standards enabling the development of modular C5ISR/ EW capabilities. A CMOSS overview document can be downloaded at the link below: https://victory-standards.org/index.php/publicly-available-documents Slide 12 of the CMOSS overview document shows the CMOSS architecture with the Radiohead concept. The final slide 17 of this document summarizes the CMOSS concept and has links to all the CMOSS specifications. The Radiohead concept is described in detail in the MORA specification. INFORMATION REQUESTED The C5ISR Center is particularly interested in Radioheads that can support the following Army program of record communications waveforms: Single Channel Ground Airborne Radio System, TrellisWare Technologies TSM, and Mobile Users Objective System. Thus Radioheads should, at a minimum, support the following electromagnetic spectrum bands: Very high frequency (30-88 megahertz (MHz)), Ultra high frequency (225-450 MHz), L-Band (1-2 gigahertz (GHz)), and S-Band (2-4 GHz). Radioheads that can support above 4 GHz are also of interest. Finally, the C5ISR Center is interested in Radioheads that demonstrate novel approaches for: 1) Interfacing multiband antenna architectures; 2) Highly efficient and linear HPA architectures for robustness and reduced size, weight, power and cost; 3) Enabling fast frequency hopping spread spectrum and high process gain direct sequence spread spectrum waveforms. Please ensure your response clearly explains how your technology is compliant with CMOSS and MORA. If not compliant, please include a brief (no more than a few sentences) explanation regarding what it would take to reach compliance. Sources able to provide the requested information for any of the attributes described are invited to submit a response describing their technology, and test data relevant to this RFI. Responses should be organized as listed below, and include the following information: 1. Cover letter providing: a. Company Information 1) Company name 2) Date of Incorporation 3) Number of years in business 4) Number of employees 5) Primary location(s) where work is performed 6) Mailing Address 7) Company Website 8) Commercial and Government Entity Codes (if the company has one) b. Company Point of Contact 1) Name 2) Title 3) Mailing Address 4) Email Address 5) Phone Number 2. Technical Narrative (maximum 15 pages) The response should include a description of your company's technology as it pertains to Radioheads, CMOSS, and MORA. The narrative should, at a minimum, address: (1) a summary of your technology; (2) maturity level (commercially available, working prototype, technology readiness level, etc.); (3) How could it fit into the descriptions of the desired Radiohead; (4) How your technology is compliant with CMOSS and MORA and if not compliant, include a brief (no more than a few sentences) explanation regarding what it would take to reach compliance. The Technical Narrative submission is limited to 15 pages in length. The Cover Letter is not included in the 15-page limit nor is any relevant test data. Responses to the RFI will not be returned. Responses to the RFI may be used to develop Government documentation. Questions All questions should also be addressed to the following email address: TPOC, Michael Williams, Michael.g.williams31.civ@mail.mil Technical questions will be sent to the appropriate Space and Terrestrial Communications Directorate TPOC and/or Subject Matter Experts. The subject line for the email should read: "Technical Question(s), RFI: Radioheads - YOUR COMPANY". Data Rights It is desirable that data be received with unlimited rights to the Government. However, it is recognized that proprietary data may be included with the information provided. If so, it is the responsibility of the interested party submitting data to clearly identify and mark such proprietary information and clearly separate it from the unrestricted information as an addendum. All information marked as proprietary information will be safeguarded to prevent disclosures to non-government personnel and entities. Please do not submit classified information in responses to this RFI; if necessary, classified discussions with the Government can occur later via secure means.
