Description
THIS IS A TOTAL 100% SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) SET-ASIDE. The Department of Veterans Affairs (VA), Network Contracting Office 23 (NCO23) intends to issue an Invitation For Bid (IFB) to award a single, firm fixed-price contract to provide all tools, materials, equipment and labor necessary for completion of Project Number 437-14-112, Replace Boiler Plant at the Fargo VA Health Care System Medical Center (VAHCS), Fargo, North Dakota, in accordance with the solicitation, scope of work, specifications and drawings. This project will replace the boiler plant equipment along with removal of the old boilers and all associated equipment, pipe, controls and support components at the main campus of the Fargo VAHCS located in Fargo, North Dakota. Work shall include, but shall not be limited to providing all labor, materials, equipment, etc. necessary to completely construct Fargo VA Health Care System project 437-14-112 Replace Boiler Plant in accordance with, but not limited to, the contract documents, the Scope of Work, the VA Boiler Safety and Testing manual (most current edition), NFPA, boiler codes etc. The anticipated Period of Performance is 660 calendar days for the Base Bid from the receipt of the Notice to Proceed (NTP). The applicable NAICS Code under this acquisition is 236220 - Commercial and Institutional Building Construction and a $36.5 Million small business size standard. In accordance with VAAR 836.204(f), the magnitude of construction cost range for this project is $5,000,000 and $10,000,000. A bid bond will be required for this project and contractors will be required to have the capability of obtaining bonds for any projects that they submit an offer on. The solicitation and construction documents will be available at (http://www.fbo.gov) at a later date that is still being determined. Any amendments to the solicitation will be posted at (http://www.fbo.gov). All parties must obtain amendments to the solicitation through this web site. Hard copies will not be mailed. Interested parties must go to the web site to be entered on the Interested Vendors List and/or to obtain copies of the Interested Vendors List. No questions will be addressed until the after the closing date for questions/clarifications/inquires as listed in the solicitation. The date, time, and location of the Pre-Bid Site-Visit will be announced upon solicitation issuance. This solicitation will be issued in accordance with Public Law 109-461, the Veterans Benefits, Healthcare Information and Technology Act of 2006, Section 502 and 503, as a set aside for Service Disabled Veteran Owned Small Business (SDVOSB) concerns. Bidders must be able to represent to the Contracting Officer that it is SDVOSB eligible under VAAR 819.70, a small business concern under the NAICS Code assigned to this acquisition, and listed as a verified SDVOSB in VIP database at (http://www.vetbiz.gov/) at time of bid and award. All respondents must be registered in System for Award Management (SAM) database (http://www.sam.gov) and complete online Representations and Certifications at (http://orca.bpn.gov), along with Vets 100 at (http://vets.dol.gov/vets100/) prior to award.
